Jeonnam Office of Education Announces Regular Personnel Appointments for 696 Officials, Including Promotions, Transfers, and New Hires

Kang Sangcheol Promoted to Grade 3 and Appointed Director of Naju Library
123 Promotions, 328 Transfers, and 36 New Hires

The Jeonnam Provincial Office of Education carried out its regular personnel appointments for local public officials, effective July 1, on June 19. This round of appointments involved a total of 696 personnel, including 123 promotions, 328 transfers, 209 retirements or retirement preparation education (including mandatory and honorary retirements), and 36 new hires.


In the promotions, Kang Sangcheol, Head of the Safety and Welfare Division, was promoted to Grade 3 Deputy Director and appointed as the Director of Naju Library. Kang was highly regarded for his stable management of school safety and educational welfare policies during his tenure as Head of the Safety and Welfare Division.

Kang's promotion had been widely anticipated both inside and outside the Jeonnam education sector. Although he missed several promotion opportunities during the tenure of former Superintendent Jang Seokwoong, his steadfast dedication to the organization has now been recognized with this appointment. Known for his calm and diligent character, he is said to have maintained his composure during difficult times, strengthened himself through exercise, encouraged his staff, and consistently performed his duties to the best of his ability.


A native of Naju, Jeonnam, Kang was promoted to section chief in 2013 and has since served in the Provincial Office of Education, Mokpo Public Library, Jeonnam Education Student Training Center, and most recently as Head of the Safety and Welfare Division at the main office, before being promoted to Grade 3 in this round.


For Grade 4 positions, the following appointments were made: Oh Junkyung as Director of Gwangyang Lifelong Education Center; Cha Gyeok as Director of Jangseong Library; Noh Byungsoo as Head of General Affairs at the Education Training Institute; Sun Seunghun as Branch Director of the Safety Experience Learning Center; Kim Dojin as Head of General Affairs at the Creativity and Convergence Education Institute; Han Geunsu as Branch Director of the Suncheonman Ecological Culture Education Institute; and Jang Haengun as Head of General Affairs at the International Education Institute.


There were five promotions to Grade 4: Park Minsook as Head of General Affairs at the Student Education and Culture Center; Lee Gyeyoung as Education Cooperation Officer at Mokpo National University; Jang Dongjun as Secretary-General of the Jeonnam Education Dream Room Foundation; Moon Seontae as Head of General Affairs at the Student Education Institute; and Cho Jeonghee as Head of Reading Culture at Mokpo Library.


At Grade 5, 28 officials were transferred, including Choi Youngju, Gender Sensitivity Education Team Leader, who moved to Mokpo Education Support Office as Head of Administrative Support. Seong Jinmi, Administrative Manager at Wando Sinji Middle School, was promoted to Grade 5 section chief and assigned to Yeosu Yeomyeong School. Promotions below Grade 6 prioritized those working at schools and education support offices, while transfers were conducted fairly by reflecting employees' preferred locations in advance.


The Provincial Office of Education explained that this round of appointments was based on fair and transparent personnel principles, and that capable talents were assigned to appropriate positions to enhance the implementation of the "Glocal Jeonnam Education, where the region and the world coexist" policy.


Superintendent Kim Daejung stated, "In this round of appointments, we gave preference to officials who have worked quietly and diligently despite challenging educational environments," and added, "We will continue to strive for a fair and transparent personnel culture and strengthen the competitiveness of Jeonnam's educational administration for the future."
