Establishing a Collaborative System Among Political, Administrative, and Public Sectors...
First Task Force Formed for the Hyohang District Project
Identifying and Addressing Civil Complaints and Infrastructure Issues in Development Projects
On June 19, the city of Hwaseong in Gyeonggi Province announced that it will establish a collaborative system with political circles and public institutions in order to proactively respond to urban development demands arising from continuous population influx.
To this end, the city will form task force (TF) teams for each large-scale project, such as public housing site development and urban development projects, and will operate “sector-specific strategic meetings.”
The city explained that it decided to operate this system to improve issues that have been repeatedly observed during the creation of new towns in the past, and to enhance administrative credibility by reflecting opinions from various perspectives in the project plans from the initial planning stage.
Each project-specific TF will include relevant city departments, local district council members, political representatives, and public institutions such as Korea Land and Housing Corporation (LH), Korea Water Resources Corporation, and Korea Rural Community Corporation. These TFs will operate temporarily from the project implementation planning stage until completion. The detailed organization will be divided into four areas: road and transportation, culture and parks, education and welfare, and environment and safety. Each area will be operated flexibly according to the characteristics of each project.
The project-specific TFs will hold strategic meetings at least once a month to proactively identify and address civil complaints or infrastructure shortages that arise during the development process, and incorporate solutions into the planning stage.
In line with this policy, the city recently formed a task force (TF) team for the “Hyohang District Urban Development Project” and plans to hold a kick-off meeting on June 23.
Lee Sanggil, Director of Urban Policy for Hwaseong City, said, “Starting with the Hyohang District project, we will expand the formation of project-specific TFs and strategic meetings to all large-scale development projects in the mid- to long-term,” adding, “We will do our utmost to ensure that urban development is carried out with dignity.”
