Gwangju Metropolitan Council Benchmarks Legislative System
665 Ordinance Improvement Recommendations Made in the Past Five Years
The legislative evaluation system of the Chungnam Provincial Council is establishing itself as a model example.
On June 17, the Chungnam Provincial Council announced that the Gwangju Metropolitan Council visited to benchmark the advanced legislative evaluation system unique to Chungnam.
This visit by the Gwangju Metropolitan Council to the Chungnam Provincial Council was reportedly carried out to build a more efficient legislative evaluation system, as the Gwangju Metropolitan Council was the first in the nation to enact a legislative evaluation ordinance in 2013.
The Gwangju Metropolitan Council had already visited the Chungnam Provincial Council in 2023 to learn its know-how on legislative evaluation. In the same year, it improved its legislative evaluation system by transferring responsibility from the executive branch to the council itself. Through this return visit, the council benchmarked a further advanced system.
The main contents of the legislative evaluation benchmarking include: ▲ selecting target ordinances and preparing basic materials for internal evaluation ▲ conducting basic evaluations through research services, followed by in-depth evaluations of important ordinances ▲ deriving final evaluation results and sharing practical improvement know-how ▲ and proposing measures to improve not only ordinances but also laws restricting local autonomy, thereby enhancing the legal framework for local autonomy and decentralization.
Over the past five years, the legislative evaluation system of the Chungnam Provincial Council has evaluated a total of 731 ordinances, provided 665 improvement recommendations, and achieved the revision or consolidation of 409 ordinances.
Yoo Sungjae, chairperson of the Legislative Evaluation Committee and member of the National Assembly representing Cheonan 5 (People Power Party), stated, "We will continue to seek joint cooperation measures for the development of the legislative evaluation system and the enactment of the Local Council Act."
