Reevaluating the Roles of Maritime Pilots and Police... "Maritime Traffic Safety" Conference to Be Held at Pukyong National University in Busan on June 13

As maritime accidents such as ship collisions and groundings continue to occur, a forum for academic discussion on ensuring maritime traffic safety is being organized.


The Korean Association of Maritime Police Science (President: Lim Seokwon), the Korean Maritime Law Association (President: Kwon Sungwon), and the Korea Maritime Pilots’ Association (President: Cho Yonghwa) will hold the 2025 Spring Joint Academic Conference at Somin Hall, Mirae Hall, Pukyong National University in Busan, starting at 1:00 p.m. on June 13.


The conference, held under the theme of "The Roles of Maritime Pilots and Maritime Police in Ensuring Maritime Traffic Safety," aims to identify response measures and strategies for ensuring safety amid the recent increase in maritime accidents. More than 70 participants, including researchers in maritime safety and pilotage experts, will attend and engage in expert presentations and discussions across a total of four sessions.


In the first session, pilot Jeon Jonghae (former president of the Incheon Port Pilots’ Association) will present on "The Role of Pilots in Enhancing Port Safety and Efficiency." Kwon Sungwon and Hwang Hyunggu, both attorneys, will participate as discussants.


The second session will feature Kim Joohyung, professor at Mokpo National Maritime University, presenting "A Study on the Civil Liability of Pilots." Cheon Sungmin, director of the Korea Maritime Pilots’ Association, and Ham Hyehyun, professor at Pukyong National University, will join the discussion.


In the third session, Kim Kyungrak, professor at Jeju National University, will present on "The Criminal Liability of Pilots in Accidents Occurring During Duty." Kim Eungi, professor at Paichai University, and Son Youngtae, professor at Kunsan National University, will serve as discussants.


The final, fourth session will feature Park Jangho, official at Korea Maritime and Ocean University, presenting "A Review of Berthing and Turning Back under the Maritime Traffic Safety Act." Heo Gyun, professor at Pukyong National University, and Park Joosang, professor at Mokpo National Maritime University, will lead an in-depth discussion.


Lim Seokwon, president of the Korean Association of Maritime Police Science (professor at Pukyong National University), stated, "As threats to maritime traffic safety are increasing both domestically and internationally, the roles of maritime pilots and maritime police are more important than ever." He added, "I hope this academic conference will serve as an opportunity to make a practical contribution to the improvement of maritime safety policies and systems."
