The Incheon Inner Port 1·8 Wharf Redevelopment Project is a large-scale urban regeneration initiative in which a consortium consisting of Incheon City, Incheon Urban Development Corporation, and Incheon Port Authority will participate as the project operator. The consortium plans to invest a total of 590.6 billion won by 2028 to redevelop a 429,000-square-meter area in Bukseong-dong and Hang-dong, Jung-gu, Incheon, transforming it into a maritime cultural urban space.

Incheon City signed a basic business agreement with the two institutions in 2023 for joint project implementation, and in December last year, entered into an implementation agreement with the central government. In April this year, the project passed the central investment review by the Ministry of the Interior and Safety.

Opened in 1974, Incheon Inner Port has seen a decline in cargo volume as development of other ports in Incheon, such as the New Port and North Port, has accelerated. In addition, residents living near the Inner Port have been reporting noise and dust damage caused by port logistics facilities for more than 30 years. As a result, there have been ongoing calls for the adjustment of the Inner Port's functions and the redevelopment of the surrounding old downtown area as a unified project.

An official from Incheon City stated, "We will actively review the opinions presented at the public hearing to establish a more robust project plan," adding, "We aim to obtain approval for the implementation plan by the end of this year, expediting administrative procedures so that the waterfront space of the Inner Port can be returned to citizens and new vitality can be brought to the old downtown area."
