Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on June 12 that it had received the Minister of the Interior and Safety Award in the '2025 Local Government Proactive Administration Comprehensive Evaluation' (based on 2024 performance) hosted by the Ministry of the Interior and Safety.

Previously, in March, Goyang Special City had been selected as an 'Outstanding Institution for Proactive Administration' in the main evaluation conducted among 243 local governments nationwide.

The Minister's Award is given only to institutions that rank within the top six in each of the four groups?metropolitan cities and provinces, cities, counties, and districts?among these outstanding institutions. With this award, the city has established itself as one of the leading cities for proactive administration in the country.

The Ministry of the Interior and Safety evaluated the 2024 proactive administration performance of 243 local governments nationwide based on five major categories and 17 indicators: improvements to proactive administration systems, efforts to promote activation (support, publicity, education), implementation results, and public perception, among others.

In this evaluation, Goyang Special City received excellent marks in most indicators, including the efforts of the head of the organization, utilization of support systems for proactive administration, selection of outstanding public officials, and efforts in education and publicity.

This achievement can be attributed to the city's active policy initiatives, such as resolving pending issues through the Proactive Administration Committee, providing incentives to public officials, and discovering and disseminating outstanding cases.

In addition, the city has implemented various institutional support measures to encourage proactive administration among public officials, such as activating the pre-consultation system and continuously identifying and spreading outstanding proactive administration cases. The discovery of proactive administration cases that significantly improved public perception and the quality of administrative services also received positive evaluations.

Mayor Lee Donghwan stated, "With this Minister's Award, we have not only earned the title of 'Outstanding Institution' but also secured a top-tier position among local governments nationwide. We will continue to practice proactive administration more deeply and broadly so that citizens can truly feel the difference."
