Strengthening On-Site Competitiveness Through Proactive Safety Management and Quality Enhancement Strategies

Since the Gwangju accident, HDC Hyundai Development Company has overhauled its company-wide safety management system and introduced an advanced quality management system, focusing all efforts on regaining market trust. The company has expanded the deployment of dedicated safety management teams at construction sites nationwide and reinforced inspection systems for each construction phase, thereby strengthening its prevention-oriented risk response capabilities. In particular, it has implemented an AI-based integrated control system to monitor CCTV footage at sites across the country in real time and has developed and applied its own smart safety management platform to analyze and manage risk factors for each construction phase in advance.

To ensure quality, the company has increased design strength, established surprise inspections and a dual verification system for construction quality, and has institutionalized regular safety and quality training for partner companies. During the rebuilding process of Gwangju Centennial I-Park, the company enhanced the quality of reinforced concrete and applied safety reinforcement methods such as RCS, successfully completing the demolition in the shortest period ever in Korea and thereby demonstrating its technological capabilities.

An HDC Hyundai Development Company representative stated, "Safety is fundamental at construction sites, and construction without quality cannot earn customer trust," adding, "We will take the lead in strengthening 'safety and quality management' through integrated safety control, management systems that incorporate AI and DX (digital transformation) technologies, and a quality-focused organizational culture." Based on safety and quality management aimed at strengthening its fundamental competitiveness, HDC Hyundai Development Company plans to move forward as a company that fulfills its social responsibilities.

In January, the company expanded and reorganized its on-site management system by integrating DX technologies into its existing I-QMS (IPARK-Quality Management System), enabling various on-site tasks, including quality inspections, to be handled via mobile devices. Through collaboration with partner companies, the company applied pressed concrete, which effectively controls cracks in concrete, to construction sites, thereby enhancing its quality competitiveness.

HDC Hyundai Development Company plans to actively utilize DX technologies in various areas, including not only AI-based on-site safety management systems but also energy management systems that monitor and analyze electricity consumption and production at construction sites. The company also plans to establish its own communication network system.

Introducing Korea's First Urban High-Rise Building Demolition Technology... Eco-Friendly and Low-Noise Methods Used

At the Gwangju Centennial I-Park site, where demolition was completed last year, the company showcased new technological capabilities by carrying out Korea's first demolition of a high-rise building in an urban area. To minimize environmental damage such as noise and dust, the company used the DWS (Diamond Wire Saw) method and applied external structure methods such as RCS (Rail Climbing System) and Magic Panel for precise demolition work. Through thorough on-site management and continuous communication with relevant agencies, future residents, and the local community, the company completed the demolition in 17 months, about 5 months shorter than the previous 22-month timeline. The rebuilding, which began in January, will proceed safely based on a quality management system that meets the enhanced quality and safety standards.

The company has also raised its safety management standards. It has introduced the functions of the headquarters' integrated control center to the site. Just as efforts were made to minimize damage to surrounding areas during demolition, the company plans to make safety at the site and in the surrounding area the top priority during the rebuilding process as well. In the on-site integrated control room, dedicated personnel identify major risk factors and take preemptive measures, while comprehensive real-time monitoring is conducted for safety management data such as noise, wind speed, and worker access. HDC Hyundai Development Company plans to complete the rebuilding of the Gwangju Centennial I-Park site by applying enhanced design standards, with safety as the top priority in site management.

Continuous Safety Inspections by CSO and Joint Safety Checks by Management

HDC Hyundai Development Company has established a new CSO (Chief Safety Officer) organization, with a Technical Safety Team and a Quality Team under its umbrella, creating a specialized management system in which safety and quality issues are reported directly to the CSO for immediate action. This organizational restructuring reflects the company's intention to prioritize safety and quality issues above all else, with the highest-ranking officer taking direct responsibility.

In addition, the company has introduced a system of continuous and regular on-site safety inspections, with executives personally visiting sites to oversee safety. The CEO and CSO visit sites to meticulously check safety-related matters, and any issues identified are addressed immediately. In May, CEO Jung Kyunggu and CSO Cho Taeje visited the Jamsil Raemian I-Park site to inspect the implementation of safety and health measures by supervisors for high-risk tasks and items rated as 'high' in risk assessment. On May 30, the CEO and CSO jointly inspected the Section 12 site of the Indeogwon-Dongtan double-track railway. On June 13 and 27, CEO safety and health inspections involving executives, including the CEO, will be conducted at the Section 1 site of the Inju-Yeomchi segment of Expressway No. 32 and at the Gonjian Station Central I-Park site, among others.

During these inspections, the company focused on checking the safety risks of each work process, the construction quality verification system, and the status of safety training for partner companies and workers at the site. Immediate improvement measures were ordered for elements that needed to be supplemented from a company-wide perspective. In particular, the company emphasized specific actions such as reinforcing safety equipment in preparation for the summer rainy season and typhoons, and establishing measures to protect workers in high-temperature environments. Going forward, through regular CEO-led on-site management, the company plans to establish a construction culture centered on safety and quality, and to build a sustainable business model based on trust.

CEO Jung Kyunggu stated, "A construction site is a space where we fulfill our promises to customers," adding, "A safe site with no accidents and construction with flawless quality are the basics of management, and to achieve this, the management will take the lead on the ground."
