Suwon City in Gyeonggi Province received the Grand Prize at the Regulatory Innovation Best Practices Competition.
On June 11, Suwon City announced that it had received the Grand Prize at the "2025 Gyeonggi-do Regulatory Innovation Best Practices Competition," hosted by Gyeonggi Province and held on June 10 at the Next-Generation Convergence Technology Institute in Suwon Gwanggyo Technovalley, for presenting "Exactly 1 Hour Free Parking + User-Centered Parking Policy, It Was Effective."
Suwon City presented its case of implementing user-centered parking policies, including providing a one-hour free parking benefit at public parking lots to alleviate inconvenience for citizens, and introducing the "Saebit Parking Pass," the nation's first integrated pass for public parking lots.

To reduce the burden of parking fees and allow citizens to conveniently use public parking lots, Suwon City has been offering a one-hour free parking benefit to citizens parking at 46 public parking lots since July 1, 2024.
After introducing the one-hour free parking benefit, the utilization rate of public parking lots in the second half of 2024 increased by 7% compared to the first half. In addition, traditional markets and local commercial districts near public parking lots also experienced revitalization.
In January 2025, Suwon City introduced the "Saebit Parking Pass," an integrated pass that allows use of all 47 off-street public parking lots operated by Suwon Urban Corporation. To make it more convenient for citizens to use off-street public parking lots, the city amended its ordinance and, for the first time in the country, created an integrated public parking lot pass.
A Suwon City official stated, "With the introduction of the one-hour free parking benefit at public parking lots and the Saebit Parking Pass, the use of public parking lots has increased, and local commercial districts have also been revitalized. We will continue to actively innovate regulations that inconvenience citizens."
