Bukgu District Office: "Expansion of CCTV and Support for Victims"
Joo Sunil, a member of the Gwangju Bukgu Council (Democratic Party of Korea, Unam 1, 2, 3-dong and Dongnim-dong), urged for proactive prevention of crimes with abnormal motives and the establishment of a victim-centered local safety network during a five-minute free speech at the 303rd 1st regular session plenary meeting held on June 10.

Council member Joo emphasized, "Crimes with abnormal motives are unpredictable acts of violence targeting an unspecified number of people and represent a new form of social disaster." She stressed that "it is necessary to move away from a response focused on post-incident punishment, and instead focus on prevention, recovery support, and a science and technology-based local safety system." She added, "Just as Gwangju Donggu secured 12 billion KRW in national funding through the Urban Regeneration Smart City project, Bukgu should also actively participate in national funding contests to secure practical budgets and implement policies."
Joo proposed a victim-centered integrated support system, the systematization of citizen safety governance, the expansion of intelligent CCTV and the establishment of a real-time response system, and the development of an AI-based prevention system in cooperation with Gwangju Institute of Science and Technology (GIST). She further stated, "Policies must never lag behind the protection of citizens' lives."
In response, Bukgu District Office stated, "We deeply agree with these opinions and will cooperate with relevant organizations to provide crime prevention education and publicity, expand the installation of intelligent CCTV, and develop support measures for victims." The office added, "We will do our utmost to create a Bukgu that protects the lives and safety of residents through a dense and integrated safety network."
