The Ordinance Maintenance Research Group of the Industry and Construction Committee of Hongseong County Council held the “Final Report Meeting for the Ordinance Maintenance Research Project under the Jurisdiction of the Industry and Construction Committee” in the small conference room of the county council on the afternoon of June 5, 2025.
This final report meeting marked the last stage of the ordinance maintenance research project, which had been underway since March. The meeting was held to review the issues identified so far, examine directions for improvement, and explore future legislative enhancements.
Attendees included Choi Inhye, Ph.D., from the Korea Institute of Local Legislation, Lee Seongyun, the representative council member, Choi Seongyeong, Chair of the Industry and Construction Committee, Council Member Kwon Youngsik, and officials from relevant organizations. They discussed specific action plans for ordinance maintenance based on the findings presented.
The main topics included legal reviews of key ordinances, such as the legal validity of consignment structures, consistency with higher-level laws, and the establishment and functional adjustment of committees. The meeting also presented directions for improvement to ensure clearer and more effective institutional operations.
The Industry and Construction Committee plans to use this research project to re-examine the role of local legislation, strengthen the legal foundation of ordinances to protect residents' rights and enhance administrative reliability, and boldly revise unreasonable systems.
Through these efforts, the committee aims to create a legislative environment tailored to the realities of Hongseong County and ultimately establish a sustainable foundation for autonomous legislation that contributes to improving the quality of life for county residents.
Lee Seongyun, the representative council member, stated, “Through this final report meeting, we were able to review the overall ordinances of our county once again. Going forward, we will continue to cooperate with the executive branch to ensure that legislative activities provide tangible benefits to residents.”
Based on the results of the final report meeting, the county council plans to consult with the executive branch on matters requiring ordinance amendments and proceed smoothly with the subsequent legislative procedures.
