Building a Future Administrative Model Based on AI
Supporting Patent Applications for Outstanding Proposals
Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on June 4 that it will hold the "2025 Goyang City Civil Servant AI Idea Contest" to promote innovation by integrating artificial intelligence (AI) technology across all areas of public administration.
This contest will be held from June 9 to June 20 for all employees of Goyang City Hall. The core goal is to discover AI-based policy ideas, apply them to administrative practices, and ultimately connect these ideas to patent applications under the name of Goyang City.
This contest is designed not just as a simple idea submission event, but as part of a mid- to long-term strategy for Goyang City to advance as an "AI Special City." The city plans to systematically support the creativity and problem-solving abilities of individual civil servants, establishing a structure that allows these ideas to expand into policies and intellectual property (IP).
The contest topics include proposals related to administrative efficiency or improvements to citizens' daily lives using AI. Submissions will be evaluated primarily on technical feasibility and social impact. The judging panel will consist of internal and external experts, including the Planning and Policy Officer's AI Innovation TF Team, Goyang Research Institute, Goyang Industry Promotion Agency, and private sector experts, who will conduct both quantitative and qualitative assessments. The evaluation criteria include technical merit, administrative suitability, creativity, and feasibility, with additional points awarded for potential policy linkage.
The results will be announced in early July. The single best proposal will receive the Goyang Mayor's Award and a prize of 100,000 won. In addition, if the winning idea leads to an actual patent application or policy implementation, further incentives such as a certificate of commendation and special leave will be provided. After selection, the city will support the preparation of the patent specification and provide administrative assistance for about three months, with the goal of completing the official patent application by October.
In particular, to assist employees who may feel burdened by the technical aspects of AI or by preparing proposals, the city will provide technical consulting and patent review support through the AI Innovation TF Team during the contest period. This is expected to foster an open environment where anyone can participate freely and contribute to building an internal innovation ecosystem.
A representative from Goyang Special City stated, "This contest is not just a simple event, but a strategic initiative for Goyang City to build a future administrative model based on AI, going beyond its current status as a Special City. By establishing a structure where technical imagination originating within the organization is realized in administration and leads to policies and patents, we aim to ensure that Goyang City becomes a true AI Special City."
