The Sejong Special Self-Governing City Election Commission announced on May 29 that it had reported voter A to the police for photographing a ballot marked for a specific candidate with a mobile phone during early voting for the 21st presidential election and posting it on social media.
According to the Election Commission, A is accused of photographing the ballot paper marked by themselves inside the polling booth at an early voting station and then posting it on a social networking service (SNS).
Article 166-2, Paragraph 1 of the Public Official Election Act prohibits anyone from photographing ballots inside the polling booth, and Article 167, Paragraph 3 stipulates that voters must not disclose the ballots they have marked.
An official from the Election Commission stated, "Photographing ballots or posting such photos on social media is a clear election crime that seriously undermines the principle of secret voting and disrupts election order."
