On May 26, Gochang County in North Jeolla Province announced that it had formed a joint inspection team?including officials from the county office, the police station, and Korea Expressway Corporation?at Gochang IC on May 23 to conduct license plate seizures on vehicles with overdue local taxes and non-tax revenue fines, as well as to crack down on illegally registered vehicles.

The vehicles subject to license plate seizure were those with overdue automobile taxes for two or more periods (or three or more periods for vehicles registered in other cities or counties). The authorities analyzed not only local taxes but also non-tax revenue and various vehicle-related fines to selectively target and inspect delinquent vehicles.


The county encourages voluntary payment from owners who have defaulted on automobile taxes for one period by issuing advance seizure notices. In addition, taking into account the economic activities of delinquent vehicle owners, the county differentiates its collection activities by offering installment payments or advance seizure notices for livelihood vehicles, while taking stricter measures against habitual delinquents.


As a result, 33 delinquent vehicles were identified on that day. Of these, 2 vehicles had their license plates seized on-site, while advance seizure notices were issued to the remaining 31 vehicles. As of May 21, 2025, overdue automobile taxes in Gochang County amounted to 280 million won, accounting for 18.1% of the total outstanding amount of 1.547 billion won.


To recover their license plates, owners of seized vehicles must fully pay the overdue amounts and visit the relevant department. Operating a vehicle without license plates may result in a fine of up to 3 million won under Article 10, Paragraph 4, and Article 84 of the Automobile Management Act.


Seo Chigeun, head of the county's Finance Division, stated, "We would like to thank the related organizations in the county for their cooperation in the joint inspection. We will continue to do our utmost to eradicate all forms of tax delinquency and foster an advanced tax culture in which everyone voluntarily fulfills their tax obligations."
