Ansan City Receives Highest Grade in Manifesto Pledge Implementation Evaluation

On May 19, the city of Ansan in Gyeonggi Province announced that it had received the highest grade, 'SA', in the '2025 3rd Year Evaluation of the 8th Term Local Government Heads’ Election Pledge Implementation and Information Disclosure', organized by the Korea Manifesto Implementation Headquarters.

This evaluation comprehensively analyzed and assessed local government heads nationwide in the following areas: completion of election pledges, achievement of targets, communication with residents, web-based communication, and consistency of pledges. Previously, Ansan City received consecutive 'A' (excellent) grades in the 1st and 2nd year evaluations of the 8th term, and achieved the 'SA' grade for the first time in the 3rd year evaluation.


Under the vision of "A Free and Innovative City with Citizens," Ansan City in its 8th term is implementing 102 major pledges and 116 detailed projects. The city explained that, so far, 84.7% of all pledges have either been completed or are ongoing, which is significantly higher than the national average of 53.05% for local governments.


Among its major pledges, the city has completed the following: establishment of the Ansan Future Research Institute, launch of the Commercial District Revitalization Foundation, expansion of the Future Industry Innovation Cluster project, provision of 5 million won for each third or subsequent child at birth, creation of a Youth Startup Fund, opening of the "Hwheeling" shelter for mobile workers, establishment of a lifelong education center for people with developmental disabilities, and operation of late-night "Owl" buses for safe returns home.


The city added that, since the launch of the 8th term, it has institutionalized regular progress checks, operated a citizen-participatory pledge implementation evaluation group at least once a year, and continuously disclosed related performance and evaluation results on the city’s website to enhance transparency and reliability.


Lee Mingeun, Mayor of Ansan, said, "Achieving the highest grade is the result of making our promises to citizens the top administrative priority," and added, "We will continue not only to fulfill our pledges, but also to strengthen information disclosure and communication with residents, creating changes that citizens can truly feel."
