Trustworthy Administration That Keeps Promises to Citizens
Recognized as the Highest Standard Nationwide
Andong City in Gyeongbuk has established itself as a "model city for pledge fulfillment," having received the highest grade (SA) for three consecutive years in the "2025 National Basic Local Government Heads' Pledge Implementation and Information Disclosure Evaluation" organized by the Korea Manifesto Implementation Headquarters.
This evaluation was conducted on basic local governments nationwide, using an absolute evaluation method based on five criteria: pledge fulfillment, achievement of 2024 goals, resident communication, web communication, and pledge consistency.
Andong City completed 76 out of 109 pledges under the 8th popularly elected administration, which corresponds to 70%, significantly surpassing the national average of 53%.
In particular, Andong City's "Half-Price Tap Water Supply for Citizens" initiative, promoted as a flagship pledge of the 8th administration, has greatly eased the living expenses of its citizens and is being recognized as a model case of pledge implementation.
In addition, pledges that have a direct impact on residents?such as developing year-round tourism festivals, expanding delivery services for rental agricultural machinery, and providing academic encouragement grants to local university students?are being carried out without delay.
To enhance the transparency and reliability of pledge implementation, Andong City regularly operates the "Andong City Manifesto Implementation Verification Committee," which is composed of experts.
Furthermore, through the "Citizen Jury," which consists of ordinary citizens, the city directly reflects residents' opinions in pledge implementation and discloses the results on the city hall website to strengthen communication.
Andong City Mayor Kwon Gichang stated, "This evaluation result is the fruit of our administrative determination to take responsibility for our pledges to the end and our efforts to keep our promises to citizens," and added, "We will do our utmost to ensure that all pledges are fulfilled without any setbacks during the remaining term."
