On May 15, the city announced that it is strengthening and implementing stricter standards for imposing administrative fines on illegal buildings to ensure systematic urban management and a pleasant living environment.


Previously, in 2023, the city amended the "Pyeongtaek City Building Ordinance" to strengthen the standards for imposing administrative fines on illegal buildings, and has been fully enforcing the new rules since this year.


The revised ordinance increases the frequency of administrative fines for illegal buildings from once a year to twice a year. This measure is intended to increase the financial burden on building owners who fail to address violations, thereby enhancing the effectiveness of administrative enforcement. In particular, for illegal buildings used for commercial purposes, the ordinance imposes a 100% surcharge on the fines to encourage restoration to the original state.


However, if a building owner voluntarily rectifies an illegal building and applies for approval, the city will reduce the administrative fine by 50% to encourage voluntary restoration.


The ordinance also expands the scope of temporary buildings. Illegal buildings that previously did not qualify as temporary structures can now be approved through a notification process for the construction of temporary buildings. This broadens the range of legal options available to citizens to address violations under realistic circumstances.


A city official stated, "This policy improvement is not just about strengthening enforcement against illegal buildings, but also about providing ways for citizens to voluntarily rectify violations," adding, "We will continue to provide on-site guidance and support voluntary restoration by citizens to create a better urban environment."
