If You Have a Baby but No Home... Seoul to Provide 300,000 Won Monthly Support for Two Years

For the first time among local governments nationwide, the Seoul Metropolitan Government will begin providing monthly housing support of up to 300,000 won to households without homes that have recently given birth.


On May 15, Seoul City announced that it would officially launch the "Housing Cost Support Program for Childbirth Households Without Homes" on May 20. Under this program, households without homes that have given birth to a child can receive up to 7.2 million won in housing support over a two-year period.


This initiative has been introduced to ease the housing cost burden for newlywed couples who have children, aiming to prevent them from leaving Seoul due to high housing prices. Last year, among the 335,000 people who moved from Seoul to the greater metropolitan area, 63.1% cited "family and housing" as their reasons for relocation.

The city will provide up to 300,000 won per month, which matches the average housing cost difference between Seoul and the surrounding metropolitan area. In cases of multiple births, or if an additional child is born during the support period, the original two-year support period can be extended by one to two years, for a maximum of four years.


Eligible recipients are households without homes who gave birth on or after January 1 of this year, have an income at or below 180% of the median income, and currently reside in Seoul in a rental home with a jeonse deposit of 300 million won or less, or a monthly rent of 1.3 million won or less. For households on a mixed rent (banjeonse) or monthly rent, the sum of the converted monthly rent from the jeonse deposit and the actual monthly rent must not exceed 1.3 million won. Residents of public rental housing provided by SH or LH corporations are excluded from this program.


Households must maintain their status as non-homeowners during the support period. If they purchase a home or move to another region, support will be discontinued.


The support will be provided in arrears, divided into four installments every six months. Once selected as a final recipient, households must submit proof of interest payments on jeonse loans or monthly rent payments, and will receive support equivalent to the amount paid.


The first round of applications, which will be accepted on the "Mongttang Information万能Key" website starting at 9 a.m. on May 20, targets households who gave birth between January 1 and June 30 of this year. Applications will be accepted until July 31, followed by eligibility verification, recipient selection, and documentation of housing cost payments from August to November. The first installment (covering six months) will be paid in December.


Kim Sunsoon, Director of the Seoul Metropolitan Government's Women and Family Policy Office, stated, "We expect this initiative to help newlywed couples living in Seoul raise their children and live stably after childbirth, without worrying about housing costs or moving. We hope many eligible households without homes will apply."
