Emphasizing That the Second Phase of Public Institution Relocations from the Seoul Metropolitan Area
Should Be to Innovation Cities as a Principle
The 'National Assembly Joint Resolution Rally for the Promotion and Development of Innovation Cities,' hosted by National Assembly members representing innovation city constituencies across the country and jointly organized by the National Innovation City (District) Council and the National Innovation City Labor Union Council, was held in front of the main building of the National Assembly.
The event, which took place on May 14, was attended by Jinju Deputy Mayor Cha Seokho, representatives from the 11 member cities of the National Innovation City (District) Council, National Assembly members, and the National Innovation City Labor Union Council. They announced a joint statement and held a performance.

During the joint resolution rally, participants reaffirmed the necessity of a second phase of public institution relocations for the completion of innovation cities and balanced national development, and pledged their commitment to this goal.
In particular, they emphasized that the second phase of relocating public institutions from the Seoul metropolitan area should be carried out to existing innovation cities. They stressed that only through this process can the clustering of related industries and the establishment of an industrial ecosystem be achieved, thereby realizing true balanced development.
Meanwhile, since 2017, Jinju City has continuously worked both independently and together with the National Innovation City (District) Council to promote the second phase of public institution relocations from the Seoul metropolitan area.
The city has consistently submitted proposals for attracting the second phase of relocations by visiting Gyeongsangnam-do, the Ministry of Land, Infrastructure and Transport, and local National Assembly members. In 2023, Jinju City proposed related measures during meetings with the Minister of Land, Infrastructure and Transport and the Chairperson of the Regional Era Committee. In 2024, the city held a briefing session on the activation of the aerospace industry and the second phase of public institution relocations, and has also worked to secure the necessary land, including the completion of the designation of the Jinju Munsan public housing district.
Deputy Mayor Cha Seokho stated, "With the 21st presidential election approaching, we are standing at a critical turning point that will determine the future of the nation. I hope that this resolution rally will serve as an opportunity for the government to swiftly implement the second phase relocation policy. Jinju City will continue to do its utmost to prepare for regional development and balanced national growth."
