Five Projects Including Customized Crowd Management Support System
Haenam County in South Jeolla Province (Governor Myung Hyun-gwan) announced on May 14 that it has secured 1.655 billion KRW in national and provincial funds to establish an integrated surveillance safety environment as part of its initiative to create a "Safe and Strong Haenam."
This year, the county was selected for five projects: the establishment of a customized crowd management support system for local governments, the Korea Safety Rebuilding Project, disaster safety measures support, intelligent surveillance support, and the establishment of crime prevention infrastructure for abnormal motive crimes.
The customized crowd management support system project will invest a total of 1.06 billion KRW, including 760 million KRW in national funds, to build a tailored crowd management surveillance system. The project will also establish a mobile surveillance control tower composed of CCTV, smart poles, on-site integrated control tower vehicles, and drones.
The Korea Safety Rebuilding Project, which is fully funded by the central government with an investment of 410 million KRW, will be linked to the county's ongoing project to establish a village crime prevention CCTV integrated control center system. The project will install approximately 120 crime prevention CCTVs in every corner of villages, eliminating safety blind spots, and connect them to the integrated control center for real-time unified monitoring.
The disaster safety measures support project will invest a total of 600 million KRW, including 300 million KRW in provincial funds, to advance the "Haename One-View Integrated Surveillance System." By strengthening the intelligent integrated surveillance and video information display systems, the county will expand its integrated surveillance functions, systematize human and material resources, and manage them in an integrated manner. The operation of a more intelligent smart surveillance system will also enhance security and video data management.
The intelligent selective surveillance system will be implemented with 165 million KRW in provincial support. Through intelligent video analysis focused on various event scenarios such as fire, violence, loitering, collision, collapse, crowding, illegal dumping, jaywalking, and illegal parking, the system will enhance the selective monitoring function for each type of event. This will enable rapid response to situations, compensate for the limitations of visual monitoring, and maximize monitoring efficiency.
The crime prevention infrastructure project for abnormal motive crimes, overseen by the Jeollanam-do Autonomous Police Committee, has been selected annually since 2023, with a total project budget of 240 million KRW. The project focuses on installing multifunctional smart poles and reinforcing CCTV coverage, particularly in island areas and densely populated locations where surveillance infrastructure is weak, to strengthen public safety.
Through these projects, the county will be able to install and operate surveillance facilities in crime-prone areas, safety blind spots, and densely populated areas (such as festivals and events). This will help prevent potential safety accidents, secure proactive response capabilities, and improve the safety environment in rural and fishing communities, thereby protecting the lives and property of county residents from various incidents and accidents.
A county official stated, "By operating the safety integrated surveillance control tower, we will not only enhance real-time field cooperation among various institutions but also eliminate safety blind spots through the unification of CCTV integrated surveillance between the county and villages. We will continue to expand the integrated surveillance infrastructure and strengthen safety situation management to make Haenam a safer place where residents can feel secure."
