On May 14, Muan County in South Jeolla Province announced that it is accelerating efforts to realize a "Safe City Muan" by establishing a comprehensive and systematic safety management system that covers all aspects of daily life, including industrial sites, so that residents can live with peace of mind in their everyday lives.
As various safety accidents and natural disasters continue to occur nationwide, the county is taking an all-encompassing approach to address safety blind spots, strengthen disaster response capabilities, build a proactive disaster prevention system, and enhance residents' safety awareness.
These efforts have also been recognized externally. Last year, Muan County received the Grand Prize in the Social Safety category at the 16th Gwangju-Jeonnam Traffic·Social Safety Festival, which is sponsored by the Ministry of Land, Infrastructure and Transport, South Jeolla Province, and Gwangju Metropolitan City, proving the achievements of its leading safety administration.
In addition, this year, the county secured a new budget of 57.1 billion won for safety-related projects, such as the Flood-Prone Area Improvement Project and the Vulnerable Area Living Condition Improvement Project, further strengthening the foundation for the safety of its residents.
Governor Kim San stated, "The lives and safety of our residents are the top priorities that the administration must protect," and added, "We will continue to meticulously manage everything from minor daily risks to large-scale disasters to create a safe city of Muan where everyone can live with peace of mind."
◆ Resident Insurance System Protecting Everyday Life, Expanded Coverage
Muan County operates the "Resident Safety Insurance," which provides practical compensation for physical damages suffered by residents due to various unexpected disasters and accidents in daily life.
All residents (including registered foreigners) who are registered in Muan County at the time of an accident are automatically enrolled without any additional procedures.

This year, the insurance covers a total of 27 items, including: ▲Death or permanent disability due to natural disaster injury ▲Death or permanent disability due to agricultural machinery accident ▲Death or permanent disability due to explosion, fire, or collapse. Depending on the item, compensation is provided up to 20 million won.
When the Resident Safety Insurance was first introduced in 2020, it covered 19 items. However, the county has gradually expanded the coverage each year by analyzing residents' living environments and types of accidents.
Additionally, since 2021, the county has operated a "Resident Bicycle Insurance" to create a culture where residents can ride bicycles with peace of mind. Like the Resident Safety Insurance, all residents are automatically enrolled, and they can receive insurance benefits for bicycle accidents anywhere in the country.
The coverage includes: ▲Death due to bicycle accident ▲Permanent disability due to bicycle accident ▲Lump-sum payment for diagnosis of bicycle accident ▲Lump-sum payment for hospitalization due to bicycle accident ▲Support for traffic accident handling expenses. Depending on the item, up to 30 million won is provided.
In addition, reflecting the characteristics of an urban-rural complex city, the county actively promotes various insurance policies for residents' livelihood stability and accident prevention, such as supporting agricultural safety insurance premiums for 3,940 farming households and subsidizing comprehensive insurance premiums for 1,122 agricultural machines.
◆ CCTV Integrated Control Center: A Key Hub for Crime Prevention and Rapid Response
At the frontline of protecting the safety and property of Muan residents, the CCTV Integrated Control Center operates 24 hours a day, playing a central role in crime prevention and emergency response.
The Muan County CCTV Integrated Control Center has been in full operation since 2014, expanding the safety zones in residents' daily lives and serving as a pivotal function in the community-based smart policing system.
The Integrated Control Center consolidates 404 CCTVs, which were previously operated separately for various purposes and institutions such as children's protection zones, disaster-prone areas, and schools. It has established a system that enables rapid response through close cooperation with relevant agencies such as the police and fire departments in the event of incidents or accidents.
Additionally, by introducing a GIS (Geographic Information System) solution, the center links maps, satellite images, and aerial photographs, allowing for the simultaneous use of spatial and video information, which improves monitoring efficiency.
Last year, the center fulfilled its role as a hub for swift resolution of crimes and accidents by providing access to 182 incident-related videos and 641 investigation materials.
In particular, Muan County plans to install village safety CCTVs in all 427 villages by 2026, accelerating efforts to create a comfortable and safe living environment for all residents.
◆ Achieving ZERO Major Accidents Through Proactive Safety Management
To create a safe working environment and prevent major accidents, Muan County has formed a dedicated team and established a comprehensive plan to prevent accidents in workplaces, public facilities, and public transportation in advance.

The county has established customized safety management systems for each workplace, targeting 33 departments and 444 field workers, and conducts regular training to enhance the safety awareness of supervisors.
By inspecting two to three workplaces each month and providing health services such as worker health consultations, the county is strengthening on-site preventive activities and striving to ensure both the safety and health of workers.
In particular, Governor Kim San personally visits and inspects large-scale project sites such as the Namak New Town sports facility construction site and urban forest development sites to thoroughly check the status of safety management.
Furthermore, the county holds an Industrial Safety and Health Committee meeting every quarter to provide a forum for labor and management to create a safety culture together. Starting this year, the county has also joined a mutual aid insurance program to improve the safety and welfare of field workers.
◆ Leading the Prevention of School Commute Accidents by Creating Safe Routes to School
Muan County is making every effort to improve school commute environments and maintain children's protection zones to prevent safety accidents involving children on their way to and from school.
The county has designated 33 children's protection zones and continues to expand facilities such as: ▲Speed enforcement cameras ▲Illegal parking and stopping enforcement systems ▲Raised crosswalks ▲Anti-slip pavement.

In particular, the county has created two "Safe Green Forests for Children"?green buffer zones between sidewalks and roadways within children's protection zones?achieving both improved safety for school commutes and enhanced urban landscapes.
Additionally, through collaboration with relevant agencies such as the police and the office of education, the county conducts regular joint inspections of establishments harmful to youth and facilities violating protection zone regulations, and consistently carries out public-private campaigns for "Making Muan Safe from Traffic Accidents."
Muan County plans to continue implementing various policies to create a safe walking environment where children and youth can commute to school with peace of mind.
