Jinan County Holds "Local Legislation Capacity Building" Training for Employees

Jinan County in North Jeolla Province announced that on May 13, it held a "Visiting Local Legislation Capacity Building Training" at the county office auditorium for all employees from the main office, affiliated agencies, and the council secretariat.

This training was led by two officials from the Ministry of the Interior and Safety’s Election, Council, and Local Legislation Division, who visited Jinan County to serve as instructors. The program focused on practical content that could be immediately applied to work, including procedures for enacting and amending local legislation, legislative techniques, and recent case studies on legal interpretation.


In particular, team leaders from departments closely related to legislation, such as the construction (public works) and agriculture and forestry sectors, participated actively, demonstrating strong interest in and commitment to strengthening local legislative capacity.


This year, as part of efforts to strengthen local autonomy, the Ministry of the Interior and Safety is conducting the "Visiting Local Legislation Capacity Building Training" for basic local governments nationwide. Among them, Jinan County actively expressed its desire to host the training, leading to the successful implementation of this program.


The training, held under the theme "Trends in Local Legislation and Principles of Drafting Local Laws," was conducted by officials Seo Jungwook and Jin Sangeun. Drawing on their practical experience in legislative support at the Ministry, they explained the key aspects of drafting local legislation using real-life examples, which was met with a positive response. In addition, a hands-on session reviewing current ordinances was included, and participants evaluated the training as practical and of a high standard.


County Governor Jeon Choonseong stated, "I hope that staff will actively apply the content of this case-based legislative training to their work, leading to improved legislative capacity and higher quality of local legislation," adding, "We will continue to seek various ways to enhance employees’ job skills and make active efforts in this regard."
