Establishment of a 10-Year Master Plan
for Greenhouse Gas Emission Reduction and
Strengthening the Foundation for Climate Crisis Response in the District
Guro District (District Mayor Jang Inhong) announced that it has established the "1st Guro District Carbon Neutrality and Green Growth Master Plan (2025?2034)" to realize a carbon-neutral Dream City where people and nature coexist.
This newly established master plan includes mid- to long-term greenhouse gas reduction targets and implementation strategies for the period from 2025 to 2034. These are based on national and Seoul Metropolitan Government plans, while also reflecting the unique characteristics of Guro District.
Based on 2018 greenhouse gas emission levels, the district has set a target to reduce emissions by 30% by 2030 and by 42% by 2034. To achieve this, it plans to implement 51 detailed projects across eight sectors: buildings, transportation, energy, agriculture, livestock and fisheries, waste, carbon sinks, citizens, and institutional systems.
Given the characteristics of a large city, the district will focus on the building, transportation, and waste sectors, which account for the majority of greenhouse gas emissions. Various initiatives will be promoted, including the implementation and conversion to zero-energy buildings, the establishment of an eco-friendly green transportation infrastructure, and the elimination of direct landfill disposal of waste.
Additionally, to expand carbon sinks, the district will pursue projects such as creating urban parks and community gardens, forest management, ecological stream restoration, and greening projects. It will also carry out programs to raise public awareness and encourage participation, such as Eco-Mileage and carbon neutrality practice campaigns, in order to spread a culture of carbon neutrality.
Furthermore, to protect local residents from the climate crisis and enhance urban resilience, the district has prepared measures to strengthen the foundation for climate crisis response. These measures consist of 23 detailed projects across five sectors: health, disaster and safety, water management, forests and ecosystems, and education and public relations.
As the district is required to submit the results of its annual comprehensive evaluation to the Guro District 2050 Carbon Neutrality and Green Growth Committee for review, and then to the district council, the Seoul Metropolitan Government, and the Ministry of Environment, it will regularly conduct internal reviews of each department’s project implementation performance and develop improvement measures to ensure successful execution of the plan.
Jang Inhong, Mayor of Guro District, stated, "This plan is Guro District's blueprint for responding to the climate crisis and creating a sustainable urban environment," adding, "We will work together with citizens and the local community to achieve carbon neutrality."
