Strengthening Child Safety and Inspecting Inter-Agency Cooperation System
Enhancing On-Site Capabilities Through Realistic Drills, Including Operation of the Integrated Support Headquarters
Geumcheon District (District Mayor Yoo Sung-hoon) announced that on April 17, it conducted a "Daycare Center Fire Response Integrated Support Headquarters Drill" at the public Saegil Daycare Center (82, Siheung-daero 12-gil), simulating a fire caused by an electrical fault.
The drill was organized to enable a swift and accurate response to disasters at safety-vulnerable facilities such as daycare centers. The entire process, from the initial stage of detecting fire signs to response and recovery, was designed to closely resemble a real-life situation.
Relevant agencies, including the Geumcheon Fire Station and Geumcheon Police Station, participated in the drill. Eleven departments from the Geumcheon District Integrated Support Headquarters were dispatched to the site, set up the headquarters, and jointly managed all stages from initial response to post-incident recovery.
The drill was conducted as a surprise exercise, without any prior script for the incident and response process. The working departments quickly identified the situation and responded smoothly through organic cooperation, providing relief for affected residents, funeral support, traffic control, and recovery measures.
At the site, smoke generators and alarm devices were used to simulate an actual fire, and real-time responses were carried out from evacuating children to extinguishing the fire. The Geumcheon Police Station managed traffic control and evacuation guidance, while the Geumcheon Fire Station used a pump truck to put out the fire.
In addition, the disaster safety communication network (PS-LTE) was used throughout the drill to share real-time information between agencies and working departments, simultaneously verifying both the effectiveness of the drill and the organic nature of the information delivery system.
A district official stated, "Despite being a surprise drill without a prior scenario, each agency and department demonstrated an immediate and systematic response," adding, "This was an opportunity to further strengthen our on-site disaster response capabilities."
Yoo Sung-hoon, Mayor of Geumcheon District, said, "This drill was a valuable opportunity to check our district's response system in preparation for actual disaster situations," and added, "We will continue to expand practical drills, especially at safety-vulnerable facilities such as daycare centers, to make Geumcheon a place where all residents can feel safe."
