Abolition of Residency Requirements for Civil Servants and Public Enterprises
Calls for Reconsideration Over "Reverse Discrimination Against Local Youth"
Daegu City Council Member Daehyun Kim (People Power Party, Seogu District 1) stated on the 22nd, "Many long-standing policies promoted by Daegu Mayor Hong Joonpyo during his tenure, such as the relocation of the water intake source, have been either completely scrapped or altered. In addition, policies pushed forward without communication with the local community, such as the integration of Daegu and Gyeongbuk, and the removal of residency requirements for civil servants and public enterprise applicants, have only resulted in confusion."
During the 316th extraordinary session's second plenary meeting held that day, Kim raised questions to the administration, saying, "Mayor Hong resigned with one year and three months left in his term as Daegu Mayor in order to run for the presidency," and added, "There is criticism that Mayor Hong used Daegu as a stepping stone for his presidential ambitions."
On the same day, Kim also stated, "After the launch of the 8th popularly elected Daegu administration, major policies that had been proceeding smoothly have been recklessly adjusted or scrapped without proper review." He continued, "We need to revisit stalled policy projects such as the circular railway project, re-examine policies that lack timeliness, and overhaul various policies that are causing conflict, such as the unreasonable consolidation and abolition of public institutions."
He further pointed out, "Daegu City is stubbornly insisting on an unrealistic plan to relocate the entire 270,000-pyeong dyeing industrial complex to a site of only 100,000 pyeong by 2030, and is attempting to only partially move the sewage treatment plant underground." He added, "A project that only partially moves the sewage treatment plant underground, based on an unrealistic policy, cannot resolve the odor issue and will ultimately result in wasted budget."
Kim stated, "Residents are suffering and taxpayers' money is being wasted due to a series of postponed projects that were delayed without serious consideration," and urged the acting mayor, Kim Jeongki, to ensure that Daegu's administration under his leadership is centered on the residents, saying, "No policy is perfect, but at the very least, a sound administration should be able to address visible problems."
Kim also criticized, "Daegu City's removal of regional restrictions for civil servant and public enterprise applicants narrows opportunities for Daegu's youth, constitutes reverse discrimination against local talent, and is a reason why young people are leaving the region." He urged a reconsideration, stating, "It is an act of Daegu City abandoning the benefits it provides to the region."
