Guri City Invites Proposals for 2025 Resident Participatory Budget Projects

Guri City in Gyeonggi Province (Mayor Baek Kyunghyun) announced on April 22 that it is accepting submissions for the "Resident Participatory Budget Proposal Projects," which will be reflected in the 2026 budget, from Guri citizens from April 21 to June 27.

The Resident Participatory Budget System is a system that allows residents to directly participate in the budgeting process, including budget formulation, with the aim of improving resident welfare and regional development. It also seeks to enhance the efficiency, transparency, and soundness of local fiscal management, thereby realizing fiscal democracy.


Eligible projects include: ▲ projects necessary for regional development and resident welfare; ▲ projects for preventing resident safety accidents and local disasters; ▲ practical projects aimed at resolving citizen inconveniences; and ▲ small-scale projects tailored to local needs. However, projects that violate laws and regulations; projects of a purely civil complaint nature; projects implemented on private property; and projects that should be carried out by other public institutions are excluded.


The total budget is 1 billion KRW, with 200 million KRW allocated for citizen proposal projects and 800 million KRW for township and neighborhood self-governance planning projects. Proposed projects will be reviewed by relevant departments and deliberated by the Resident Participatory Budget Committee, after which they will be incorporated into the draft budget and finalized through the city council’s budget approval process.


To participate, citizens can apply online through the Guri City Hall website (Open Administration ▶ Resident Participatory Budget ▶ Project Proposal Application), the Jumin e-Participation (Resident Participatory Budget) platform, or by visiting their local administrative welfare center, the relevant department (Planning and Budget Officer), or by mail.


Baek Kyunghyun, Mayor of Guri, stated, "I ask for the active interest and participation of citizens so that policies truly needed in the community can be fully reflected in the budget through the Resident Participatory Budget System."


Meanwhile, the city is currently implementing a total of four projects selected through last year’s Resident Participatory Budget: ▲ sidewalk maintenance project (sidewalk maintenance near Uminae Village); ▲ creation of a barrier-free walking environment (sidewalk level adjustment construction on Galmae Jungang-ro); ▲ environmental improvement project for Suirang-gil alley; and ▲ installation of a mist sprayer (cooling fog) in Saemal Park.
