The "Special Act on Relief and Support for Victims of the 12·29 Passenger Plane Disaster," aimed at ensuring the substantive rights of victims and restoring the community, has passed the plenary session of the National Assembly.


This committee substitute bill was prepared after a consolidated review of a total of six bills, including the "Special Act on Guaranteeing the Rights of Victims of the 12·29 Passenger Plane Disaster," which was proposed by Jin Jinsook, a member of the Democratic Party of Korea (representing Gwangju Buk-gu-eul), on March 5.


Jin has been deeply involved throughout the entire process, from legislative coordination and preparing alternatives to the passage of the bill in the plenary session, serving as a member of the "Subcommittee on Support for Victims and Bereaved Families and Memorial Projects" under the National Assembly's Special Committee on Fact-Finding and Relief for Victims and Bereaved Families of the 12·29 Passenger Plane Disaster.


This legislation broadly covers support for victims in areas such as daily living, medical care, psychological counseling, caregiving, and legal assistance, as well as the implementation of a healing leave system, community recovery programs, and memorial projects. In particular, by stipulating long-term follow-up studies to monitor the physical and mental health of victims, the law establishes a systematic foundation that goes beyond short-term relief to take responsibility for the lives of victims after the disaster. Measures to prevent secondary harm to victims are also included.


Jin stated, "Since the proposal of the bill, I have been unwavering in my belief that a law to support the recovery of each and every victim is absolutely necessary. We now stand at the institutional starting line for recovery. I will do my utmost to ensure that the law is properly implemented in the field."
