Kim Moonsoo: "Addressing Low Birth Rate... Eliminating Blind Spots in Parental Leave"

Representative Proposal of the "Employment Insurance Act Amendment"

Kim Moonsoo: "Addressing Low Birth Rate... Eliminating Blind Spots in Parental Leave" Moonsoo Kim, Member of the National Assembly.

Employees of private schools are expected to become eligible for parental leave benefits.

Kim Moonsu, a member of the Democratic Party of Korea (representing Suncheon, Gwangyang, Gokseong, and Gurye-gap in South Jeolla Province), announced on the 14th that he has proposed a revision to the Employment Insurance Act that would allow private school employees to enroll in employment insurance if they wish.

Under current law, employees subject to the Private School Teachers' Pension Act are excluded from employment insurance coverage. As a result, private school employees face difficulties in receiving parental leave benefits.

According to "Inequitable Parental Leave Conditions," a report published by the National Assembly Research Service, the rate of parental leave usage among private school staff was more than twice as low as that of teachers who receive parental leave allowances.

The proposed amendment would allow employees covered by the Private School Teachers' Pension Act to enroll in employment insurance at their own request. The aim is to create an environment where parental leave can be used, including the ability to receive parental leave benefits, and to address the issue of low birth rates.

Kim stated, "I hope this amendment will help create an environment where private school staff can also take parental leave and contribute to solving the low birth rate problem."
