Attempt to Go Out During Restricted Student Dismissal Hours
Outing Restricted Until 2027 During Electronic Anklet Monitoring Period

Child sex offender Jo Doo-soon was confirmed to have violated a restriction order and went out without permission again.


According to a Yonhap News report on the 5th, Jo Doo-soon left his residence in a multi-family house around 5:30 p.m. on the 30th of last month.


Jo Doo-soon went down to the first floor of the building but was stopped by a probation officer present at the scene and returned home after a few minutes.


Jo Doo-soon is under a restriction on going out until December 2027 while wearing an electronic tracking device (electronic anklet). The restricted hours for going out are from 7 a.m. to 9 a.m. and 3 p.m. to 6 p.m., which are the times students go to and from school, and from 9 p.m. to 6 a.m. the next day during nighttime hours.


The Ansan Probation Office is considering taking criminal action against Jo Doo-soon for violating the law related to the attachment of electronic devices.


He had previously violated the nighttime outing ban after 9 p.m. by going outside his residence around 9:05 p.m. on December 4, 2023.

At that time, Jo Doo-soon was wandering around the police security post located about 6 to 7 meters from the villa's main entrance and reportedly spoke to two police officers on duty.


When a probation officer from the Ansan Probation Office, who received a violation alert from the closed-circuit television (CCTV) control center, arrived at the scene and persuaded him to return home, he initially refused but returned after 40 minutes. The reason given for the unauthorized outing was a family dispute, saying he had quarreled with his wife.


The probation office has been deploying one probation officer during daytime hours, excluding the nighttime outing ban hours, to closely monitor Jo Doo-soon whenever he goes out.


Eventually, Jo Doo-soon was indicted and detained for violating the Act on the Attachment of Electronic Devices and was sentenced to three months in prison in the appellate court.


At that time, the court stated, “Imposing compliance requirements on those wearing electronic devices is to protect the public from crime, so even a single violation cannot be taken lightly.”


Jo Doo-soon was sentenced to 12 years in prison for kidnapping and sexually assaulting a first-grade elementary school girl in Danwon-gu, Ansan City, in December 2008, and was released in December 2020 after serving his sentence.


The court also ordered special compliance measures for Jo after his release, including restrictions on going out, prohibition of alcohol consumption (above 0.03%), prohibition of entering educational facilities, and prohibition of contacting or approaching the victim within 200 meters of her residence.
