#On December 3rd last year, when the emergency martial law was declared, Naver experienced an explosive increase in traffic. At that time, Naver News traffic surged to 13.2 times the usual peak level, and cafe access also skyrocketed to 4.5 times. During this process, when delays occurred in accessing the news comment service, Naver took emergency measures to temporarily suspend the comment writing and like functions to ensure the overall stability of the service. Similarly, when access delays occurred in the cafe service, an emergency response was taken to restrict the post writing function.
#On March 10, 2017, the day of the impeachment ruling of former President Park Geun-hye, mobile data traffic soared to twice the normal level. According to data provided by SK Telecom, between 11 a.m. and 12 p.m., when the impeachment ruling was underway, customers’ data usage was about twice that of the same time on a regular weekday.
On the 3rd, one day before the Constitutional Court’s impeachment ruling on President Yoon Suk-yeol, the two major platform companies, Naver and Kakao, prepared to operate stable services in anticipation of a surge in users. On the day of the impeachment ruling, Naver will strengthen traffic monitoring for major services such as News, Blogs, Cafes, and the Naver app to ensure stable operation. This is to check whether service access is smooth. For services experiencing heavy traffic, server capacity will be expanded to prevent inconvenience.
A Naver official explained, "On the day of the ruling, we are strengthening monitoring personnel mainly for services expected to experience heavy traffic, such as news, major services, and the mobile app main page." A Kakao official also stated, "We plan to respond to emergency situations through enhanced monitoring of traffic fluctuations, expansion of infrastructure such as servers, and technical measures."
At 11 a.m. on the 4th, a large-scale rally for and against the impeachment is scheduled near the Constitutional Court, with 130,000 people reported to the police. Accordingly, the three major telecom companies are focusing on strengthening network infrastructure in the expected rally areas. SK Telecom is conducting pre-optimization of existing equipment and additional activations, KT has completed inspections of communication networks in densely populated expected areas, and LG Uplus has already installed mobile base stations, temporary relay stations, and power equipment around Gwanghwamun and Anguk Station since the end of last year.
In particular, all three telecom companies are strategically deploying mobile base stations to prepare for traffic surges. An SKT official said, "We will minimize customer inconvenience through the deployment of mobile base stations," and a KT official added, "We plan to immediately deploy mobile base stations depending on the on-site situation." An LG Uplus official also stated, "We are continuously monitoring traffic and preparing for unusual situations."
Personnel deployment for on-site response and measures to ensure employee safety are also ongoing. LG Uplus has stationed personnel in the expected rally areas and simultaneously "recommends telecommuting or taking leave to employees working near the rally." In particular, they added, "For members who live near the rally area or feel unsafe commuting, arrangements are being made to allow them to take leave in consultation with their supervisors."
