Full Implementation Begins in April... "Inclusive Administrative Services"

Gokseong County, Jeollanam-do announced on the 31st that it has newly introduced the "Civil Affairs Coordinator" system to strengthen administrative services for socially vulnerable groups.
The core of this system is to provide one-on-one customized guidance to socially disadvantaged individuals?such as people with disabilities, the elderly, and multicultural families?when they visit the civil affairs office at Gokseong County Office, enabling them to handle their business more conveniently.
Although various administrative supports for socially disadvantaged groups have existed, many have experienced inconvenience during the civil affairs process due to complicated procedures and difficult terminology.
Accordingly, the county has deployed civil affairs coordinators to provide more friendly and attentive services, offering practical assistance. The county plans to actively utilize public workers, security guards, and social service personnel as civil affairs coordinators.
Civil affairs coordinators are responsible for providing a variety of support to ensure that socially disadvantaged individuals can smoothly resolve their civil affairs at the county office. Their main roles include: ▲assisting with the preparation of documents ▲explaining procedures and processes ▲helping with movement within the institution ▲connecting to additional consultations if needed. For multicultural families or foreigners, the coordinators also offer guidance services using translated civil affairs forms (in Vietnamese, Chinese, Japanese, and English) produced last year to overcome language barriers.
The county expects that the introduction of the civil affairs coordinator system will reduce inconveniences experienced during the civil affairs process and enable faster and more efficient administrative services. In particular, it aims to reduce the psychological burden faced by socially vulnerable groups when using public services and to help them conduct their business in a more welcoming environment.
To strengthen the capabilities of the civil affairs coordinators, the county provided specialized training on response protocols and civil affairs processing. Through this, the coordinators learned to better understand the characteristics of socially disadvantaged groups and acquired more effective support methods. Starting in April, the county will officially implement the civil affairs coordinator system, expecting more friendly and systematic guidance for civil affairs.
County Governor Cho Sangrae emphasized, "With the introduction of the civil affairs coordinator system, we expect that socially disadvantaged individuals will be able to use public services more easily and conveniently," adding, "We will continue to improve to provide citizen-centered administrative services."
Governor Cho also added, "Through this civil affairs coordinator system, accessibility to civil affairs for socially vulnerable groups will be greatly improved," and "We will continue various policy efforts to provide more inclusive administrative services in the future."
