Bucheon City in Gyeonggi Province was selected as an excellent institution in the '2025 Comprehensive Evaluation of Proactive Administration by Local Governments' hosted by the Ministry of the Interior and Safety. With this, Bucheon has continued its honor as an excellent institution for five consecutive years since 2021.
The Ministry of the Interior and Safety conducted a comprehensive evaluation targeting 243 local governments nationwide (17 metropolitan and 226 basic local governments) to spread proactive administration in the public sector, selecting 5 metropolitan and 68 basic local governments in the top 30% as excellent institutions. The evaluation was conducted by the 'Proactive Administration Comprehensive Evaluation Team' composed of private experts and the 'Public Evaluation Team,' assessing 5 categories and 17 detailed indicators including system improvement, activation efforts, implementation performance, perception, and expansion of proactive administration collaboration mileage operation.
Bucheon City received high marks for the institution head’s efforts to activate proactive administration and for establishing a culture of proactive administration throughout the public sector by operating the proactive administration mileage system and practice week.
In particular, Bucheon was recognized for operating the nation's first 'Pre-report and Prepayment System for Vehicle Inspection Delay Fines' using QR codes and the 'Smart An(jeon) Bu(cheon) System' that eliminates welfare blind spots, thereby alleviating citizen inconvenience and enhancing administrative efficiency.

The Smart Anbu System centers on projects such as 'On(溫)Store,' 'On(溫)Bucheon App,' 'On(溫)Call,' and 'On(溫)Mind Fund.'
OnStore is a welfare and safety community platform where neighborhood stores such as supermarkets, convenience stores, and side dish shops identify neighbors in need and provide urgent daily necessities first, followed by additional services after on-site investigation by public officials. So far, 134 OnStores have participated, supporting 1,885 neighbors in need with urgent daily necessities worth approximately 92 million KRW.
Also, when a crisis household is identified at an OnStore, a help request is immediately sent through the app, and the city verifies the report details to connect them with public services. Since May last year, the city has started the OnCall service, which uses smart technologies such as Naver’s largest-scale artificial intelligence (AI) HyperCLOVA care call to efficiently discover crisis households and provide missed welfare services.
Starting this year, Bucheon plans to utilize the newly established OnMind Fund, which innovates the existing neighbor-helping method, to support vulnerable groups. Various voluntarily received donations will be linked with public and private policies or current projects to discover and promote excellent projects like OnStore, and build a social contribution network to share resources and pursue mutual growth.
Mayor Jo Yong-ik of Bucheon emphasized, "We will continue to make efforts to promptly discover and support crisis households through the Smart Anbu System and improve the quality of welfare services," adding, "We will continue to carry out proactive administration focused on changes and results that citizens can feel."
