"Changwon Leads in Integrity... Changwon Special City Holds Integrity Pledge and Training"

Abuse of Authority, Passive Administration, and Provision of Special Favors
Declared as the Three Major Corruptions and Vowed to Eradicate Them

On the 24th, Changwon Special City in Gyeongnam held a 'Pledge of Integrity Ceremony' and integrity training at the City Hall Citizen Hall, attended by the mayor, the first and second deputy mayors, and senior officials of grade 5 or higher.

This pledge ceremony was organized for the mayor and senior officials of Changwon to take the lead in eradicating corrupt practices, in order to establish a culture of integrity within the public sector and realize a city administration that earns the trust of its citizens.


In particular, the city has defined ▲abuse of authority ▲passive administration ▲provision of special favors as the 'three major corruptions' for 2025, and has adopted the slogan 'Integrity Traffic Light RGYe?' to strengthen practical efforts to eradicate these issues.


'Integrity Traffic Light RGYe?' utilizes the three colors of a traffic light to deliver key messages: ▲(R: Red) Stop abuse of authority ▲(G: Green) Go for proactive administration ▲(Ye: Yellow) Caution against providing special favors. It reflects a strong determination to root out the 'three major corruptions.'


Participants expressed their commitment to eradicating the 'three major corruptions' by holding promotional placards for the integrity traffic light and mini banners with integrity slogans, and chanting the integrity slogan together.


The subsequent integrity training focused on the prohibition of abuse of authority, one of the 'three major corruptions' highlighted in the pledge ceremony, thereby enhancing the synergy of the event. Jeong Heejeong, an instructor from Tomato Education Research Institute, led the training and helped participants deepen their understanding of abuse of authority through topics such as ▲types of organizational conflict ▲concepts of abuse of authority and workplace bullying ▲ethical standards and various case studies.


Hong Nampyo, Mayor of Changwon Special City, stated, "In order to foster a culture of integrity within the public sector, it is essential to accurately identify vulnerable areas to corruption and implement strong countermeasures." He added, "I urge senior officials to take the lead in promoting integrity policies and eradicating the 'three major corruptions' to spread a culture of integrity, starting with this pledge ceremony."
