Councilor Kim Geonan Proposes Ordinance to Support Fire Prevention in Vulnerable Facilities
The Buk-gu Council of Gwangju has consecutively proposed ordinances aimed at strengthening the community safety net, including measures for the prevention of drug and substance abuse and support for fire-prone facilities.
According to the Buk-gu Council on the 23rd, Councilor Joo Soonil (Unam 1, 2, 3-dong, Dongnim-dong) recently took the lead in proposing the "Ordinance for the Full Revision of the Support for Preventive Activities to Prevent Drug and Substance Abuse in Buk-gu, Gwangju." The ordinance includes provisions such as ▲regulations on harmful substances ▲guarantee of anonymity ▲administrative and financial support for medical institutions and organizations ▲grounds for entrusting prevention projects ▲imposition of confidentiality obligations.
Councilor Joo stated, "Drug and substance abuse is a serious issue that goes beyond individual problems and is directly linked to community safety," adding, "I will work to ensure that effective preventive activities can be implemented through the revision of this ordinance."
At the same session, Councilor Kim Geonan (Munheung 1, 2-dong, Ochi 1, 2-dong, Usan-dong) proposed the "Ordinance on Support for Fire Prevention Safety Facilities in Buildings Used by Fire-Vulnerable Groups." The ordinance specifies ▲the purpose and definitions of terms ▲the responsibilities of the district mayor ▲the scope and targets of support ▲the procedures for cost support ▲matters for reporting and inspection. The support targets will be selected by comprehensively considering factors such as the degree of aging, lack of fire prevention facilities, and the number of users among facilities registered in Buk-gu that are used by fire-vulnerable groups. Costs for the installation and replacement of small-space fire extinguishing equipment such as switchboards, distribution boards, sub-distribution boards, and control panels will be supported.
Councilor Kim stated, "We will prevent casualties caused by fire and enhance the safety level of facilities used by fire-vulnerable groups," adding, "I will take the lead in strengthening the community's disaster response capabilities."
Both ordinances are scheduled to undergo review by the relevant standing committee on the 26th and are expected to be finalized at the second plenary session on the 28th.
