Hanam City Council Enhances Fiscal Transparency and Soundness Through Thorough Settlement Inspection

The Hanam City Council of Gyeonggi Province (Chairman Geum Gwang-yeon) appointed the 2024 fiscal year settlement inspection committee members and held a certificate awarding ceremony at the 1st plenary session of the 338th extraordinary meeting on the 18th.

For the 2024 fiscal year settlement inspection committee, Council Member Choi Hun-jong (representative member) and Council Member Park Seon-mi were appointed as internal members, and five external members including former public officials and tax accountants with professional knowledge and extensive experience in finance and accounting were appointed.
The settlement inspection committee members will inspect the 2024 revenue and expenditure settlement and fund usage details for 20 days from April 28 to May 17. They will focus on examining the soundness, appropriateness, and efficiency of budget execution across all areas including bond and debt settlements, reviewing the budget execution performance over the past year, identifying issues, and proposing improvement measures.
Afterwards, they will prepare an inspection opinion report and submit it to the Mayor of Hanam. Once the settlement inspection is completed, the mayor will submit the settlement approval plan attached with the inspection opinion report to the council, which will review it at the 1st regular meeting held in June.
Council Member Choi Hun-jong, who serves as the representative member of the settlement inspection committee, stated, “The settlement inspection is an important process that summarizes the revenue and expenditure of the past year to close the fiscal year.” He added, “Thorough settlement inspection will serve as a foundation for Hanam City’s budget management. Based on the expertise and experience of the appointed members, we will meticulously verify that no precious tax money is wasted and provide comprehensive development directions and alternatives regarding overall financial management to enhance the reliability and soundness of Hanam City’s finances.”
At the 1st plenary session on the same day, council members voiced residents’ concerns through 5-minute free speeches and raised various opinions related to Hanam city administration. Council Member Oh Seung-cheol criticized Hanam City’s lukewarm response to the rampant illegal banners and urged the executive branch to enforce strict crackdowns and establish practical countermeasures. Following this, Council Member Jeong Hye-young suggested the necessity of introducing a “Hanam City Companion Dog Patrol,” and Council Member Lim Hee-do called for measures to support small business owners in Hanam City.
Additionally, during the four-day 338th extraordinary meeting held until the 21st, the council will review and finally approve a total of 19 agenda items including △ Consent for private consignment of the Hanam Line double-track railway management and operation project △ Consent for the utilization (transfer) of biological specimens owned by Hanam City △ Ordinance on the prevention and eradication of drunk driving in Hanam City, among others.
Chairman Geum Gwang-yeon, in his opening remarks, requested, “Regarding the settlement inspection, I ask all executive public officials to thoroughly prepare so that our city’s finances can be managed more systematically and soundly.” He also urged, “In carrying out this year’s major projects, the executive branch should conduct multifaceted and thorough inspections of each stage of progress, always consider the citizens as the beneficiaries first, and share the results of livelihood-related projects with the council so that council members can continue the project achievements together.”
Meanwhile, the council selected and commended Choi Jun-ho from the Parks and Greenery Division, Oh Hye-kyung from the Regional Economy Division, and Hong Min-young from the Road Management Division as the “Outstanding Public Officials of the 1st Quarter of 2025” for their contributions to Hanam city administration and council development. At the same time, the council selected Chun Hyeon-dong’s Yoon Chang-ho, Sinjang 1-dong’s Lee Joo-seok, and Deokpung 1-dong’s Lim Chang-seon as recipients of the “Model Citizen Award of the 1st Quarter of 2025” for their contributions to community development.
