Paju-si Launches Pilot Project for Pre-Assessment Service of Factory Establishment

Supporting Companies in Reducing Costs and Time
Through Digital Technology

Paju City, Gyeonggi Province (Mayor Kim Kyung-il) announced on the 17th that it has been selected as a pilot local government for the ‘Factory Permit Pre-Diagnosis Service’ led by the Ministry of Trade, Industry and Energy and the Ministry of Land, Infrastructure and Transport, and will provide pre-diagnosis services to entrepreneurs preparing to establish factories in March.

The ‘Factory Permit Pre-Diagnosis Service’ is a service that allows companies to review the possibility of obtaining factory permits in their desired area to reduce the time and costs incurred due to the complex factory establishment procedures.


To receive the factory permit pre-diagnosis service, users can select the ‘Factory Location Service’ on the Factory On-line Support System, FactoryOn, to check whether a factory can be established.


The main features include ▲identifying possible candidate sites for factory establishment ▲checking the distribution of factories in similar industries ▲2D and 3D spatial information-based analysis and simulation services linked with the Digital Twin Land Platform (V-world) ▲assistance in preparing factory establishment civil petition documents (support for standard business plan preparation according to selected industries) ▲and provision of pre-diagnosis result reports.


In particular, the land simulation service can calculate expected costs such as development charges and farmland preservation charges, and can analyze in advance the maximum building area considering land division based on urban planning zones, building lines, building coverage ratio, and floor area ratio. Through terrain and building simulations, it is possible to calculate average slope, estimate earthwork volumes such as cutting and filling, and perform virtual building modeling to establish more realistic construction plans.
