Busan Gijang-gun to Strictly Crack Down on Illegally Abandoned Personal Mobility Devices

Towing Measures to Be Enforced Starting in April
Following a Guidance Period in March

Gijang-gun (Governor Jung Jongbok) announced on the 14th that it will begin strict enforcement against personal mobility (PM) devices such as electric scooters that have been left unattended, starting in April.


Personal mobility devices refer to ▲motor-driven bicycles whose motors do not operate when traveling at speeds of 25 km/h or higher ▲electric scooters ▲electric two-wheeled self-balancing vehicles ▲bicycles that can be operated solely by electric power.


Recently, as the number of PM users has increased, devices left unattended after use have caused inconvenience to residents and increased the risk of accidents. In response, the county will implement a guidance period throughout March and begin full-scale towing measures starting in April.


The targets for towing are PM devices left in areas where stopping or parking is prohibited under the Road Traffic Act, with towing operations conducted on weekdays from 9 a.m. to 6 p.m.


When related complaints are received, the county will notify the PM companies to collect or move the devices. If the PM company does not take action within one hour, forced towing will be carried out. PM companies will be charged a basic towing fee of 40,000 KRW and a storage fee of 700 KRW for every 30 minutes.


Jung Jongbok, Governor of Gijang-gun, stated, "As complaints related to personal mobility devices have continued to rise recently, we have decided to take strong enforcement measures," and added, "We ask PM users to actively cooperate in establishing a safe and orderly PM usage culture."


Previously, Gijang-gun installed 10 dedicated PM parking facilities and has been actively promoting safety guidelines to create a safe environment for PM use.
