Yoon Kwongeun analyzed, "As of 2023, the cumulative number of registered dogs and cats in Korea is 3,286,000, and it is estimated that one in four households has a companion animal." He explained the background of the ordinance proposal, saying, "There is a need to foster the local companion animal-related industry so that it can preempt the market and expand the industry through specialization and scaling up."

The main contents of the ordinance include establishing a basic plan and conducting surveys for the continuous and systematic development of the companion animal industry, promoting projects to foster and support the industry, nurturing professionals to strengthen the competitiveness of the industry, and matters related to the delegation of duties.

Yoon emphasized, "Since government ministries view companion animal-related industries as new growth industries and are formulating plans to foster pet food, pet healthcare, pet services, and pet tech as the four major core industries, Daegu City should also focus on supporting and fostering local companies so that related industries can advance not only in the domestic market but also into overseas markets."
