The Imjingang River Basin has experienced continuous human and property damage due to river flooding, as it is difficult to predict water usage and river management because of unauthorized discharge and basin changes of North Korea's Hwanggang Dam, as well as consecutive major floods since 1996.
Accordingly, Gyeonggi Province established the Imjingang River Basin Water Disaster Countermeasure Working Council in June 2021 with related organizations such as the Korea Water Resources Corporation, Paju City, Yeoncheon County, and the Hangang Flood Control Office to promote mutual cooperation and support in responding to water disasters, operating it quarterly every year.
At the council meeting, discussions were held on the pilot operation results of the crisis response system improvement in the border area (Imjingang), the revision draft of the crisis response manual, and plans for resident evacuation drills using the 'Imjingang River Basin Emergency Response Plan' established to respond to concentrated summer heavy rains and unauthorized discharge from Hwanggang Dam.
Kang Seong-seup, Director of the Construction Bureau of Gyeonggi Province, said, “In areas like the Imjingang River Basin where water disasters are difficult to predict, thorough prior preparation is necessary to minimize damage. We will do our best to prevent river disasters that may occur in the future through close cooperation among related organizations.”
