Seosan City Makes Full Efforts to Foster a Sound Tax Payment Culture... "Strong Collection of Delinquent Taxes" On the 11th, Kim Jonggil, head of the Collection Division of Seosan City, held a regular briefing explaining policies to foster a healthy taxpaying culture. /Seosan City

Seosan City in Chungnam Province will carry out strong and systematic tax delinquency collection activities, aiming to establish sound local finances and foster a mature tax payment culture.


On the 11th, Kim Jonggil, head of the Seosan City Collection Division, held a press conference in the city hall briefing room and said, “We will strengthen tax delinquency collection activities to expand independent financial resources and realize tax justice, while also preparing practical support measures for livelihood-based delinquent taxpayers.”


Currently, the city’s rolled-over local tax delinquency stands at 12.5 billion KRW, and non-tax revenue delinquency at 12.7 billion KRW. The city aims to collect a total of 8 billion KRW this year.


Taking into account the weakened tax payment capacity of businesses and households due to high prices, high interest rates, and high exchange rates, the city has set this year’s collection target and plans to apply strong yet flexible, customized collection measures for each delinquent taxpayer.


First, for high-amount and chronic delinquent taxpayers, the city will implement ▲ public disclosure of the list of high-amount and habitual delinquents ▲ introduction of new collection techniques to uncover hidden assets ▲ operation of a task force to seize vehicles with unpaid automobile taxes, among other measures.


Along with disclosing the list of high-amount and habitual delinquents, the city will also impose strong administrative sanctions such as travel bans and restrictions on licensed businesses.


Additionally, the city plans to secure collection resources by conducting home searches for high-amount delinquents and discovering new claims such as real estate pre-sale rights and court deposits.


The automobile tax delinquent vehicle task force will conduct intensive crackdowns on delinquent vehicles once a week. The city will also strengthen delinquency disposition through active public auctions of real estate and vehicles, and prompt collection of various seized claims.


For small-amount and livelihood-based delinquent taxpayers, the city will operate a tax delinquency collection team (call center), conduct surveys on the actual conditions of livelihood-based delinquents, and link them to social welfare services.


The city will operate a tax delinquency collection team (call center) to encourage voluntary payment from small-amount and short-term delinquents with less than 1 million KRW in arrears, and to prevent long-term delinquency.


In particular, for livelihood-based delinquent taxpayers, the city will encourage installment payments and focus on providing support through mitigation of delinquency disposition and connection to welfare services.


Meanwhile, to reduce administrative resources spent on managing seized assets, the city plans to suspend delinquency disposition of long-unexecuted, unprofitable seized assets and focus on securing other seized assets to preserve tax claims.


Kim Jonggil, head of the Seosan City Collection Division, said, “We will operate a strong yet flexible and responsive collection administration to expand independent financial resources and realize tax justice,” adding, “We will do our utmost to promote various policies to foster a sound tax payment culture.”
