Composed of 140 Experts: Reviewing Design Feasibility of Large-Scale Construction Projects

Hwaseong City in Gyeonggi Province is set to actively organize its administrative structure following its launch as a special city.
On the 11th, Hwaseong City announced that it has established the 'Hwaseong City Construction Technology Deliberation Committee,' which is responsible for reviewing construction technology during large-scale construction projects. This committee formation follows the city's elevation to a special city this year, transferring the authority for operating construction technology deliberations and committee member appointments from Gyeonggi Province to the city.
The committee, established under the Construction Technology Promotion Act, is an organization that reviews matters related to technologies applied in construction projects, such as design feasibility, facility safety, and appropriateness of construction techniques. The committee will review the design feasibility of construction projects valued at 10 billion KRW or more. The city explained that with the formation of this committee and the transfer of operational authority, efficient management tailored to local circumstances is now possible.
The committee consists of a total of 140 members. It includes a diverse group of experts from 21 fields such as civil engineering and railroads, urban planning, architecture, construction safety, environment, landscaping, water supply and sewage, and electricity, comprising public officials, public institutions, university professors, and private sector professionals. The committee will play a role in reviewing and advising on the feasibility of construction project designs, structural safety, and appropriateness of construction execution.
With the formation of this committee, the city plans to strengthen advisory functions to reduce safety accidents in response to increasing development demands and expand the scope of design economic feasibility review (VE) for construction projects to promote safe and substantial large-scale construction works.
Mayor Jeong Myeong-geun of Hwaseong City stated, "The formation of this committee will play an important role in elevating the design and construction standards of construction projects to the next level," adding, "Through in-depth deliberations, it will contribute to improving the city's construction technology and ensuring the safety of its citizens."
Meanwhile, as a special city, a total of 142 tasks across 9 functions previously performed by metropolitan cities and provinces will be transferred. In addition to the formation and operation of this local construction technology deliberation committee, the transferred responsibilities include ▲designation of housing development districts ▲designation of redevelopment promotion districts and authority to decide redevelopment promotion plans ▲development of logistics complexes ▲development and operation of port facilities at local management trade ports ▲management of public waters ▲approval of farmland conversion and mountain area conversion, and matters related to environmental improvement charges ▲registration of non-profit private organizations ▲designation and evaluation of tourism special zones ▲designation and consultation of new technology startup cluster areas, among others.
