Leading Innovative Welfare Models
Shinan-gun, Jeollanam-do (Governor Park Wooryang) received the Special Award in the Local Government category at the 1st Korea Welfare Legislative Awards held at the Dong-A Media Center on the 28th of last month.
According to the county on the 6th, this awards ceremony was hosted by Channel A and sponsored by the National Assembly Health and Welfare Committee, the Ministry of Health and Welfare, and the Korea-Vietnam Cultural Exchange Foundation. It recognized contributions to the pioneering implementation of welfare policies and the realization of resident-centered welfare, selecting and awarding members of the National Assembly (4), metropolitan and basic council members (12), and local governments (6).

Shinan-gun was honored with the Special Award for its differentiated welfare policies compared to other local governments, aimed at responding to population aging and preventing population decline and local extinction.
In response to regional aging and the increasing elderly population, the county is striving to relieve the economic burden on caregiving families and provide systematic care for seniors with dementia by constructing a public dementia-specialized comprehensive nursing facility as part of its elderly welfare policy.
Additionally, the county contributes to enhancing elderly welfare by providing customized care services for seniors living alone, enabling them to enjoy a stable life in old age. For not only the elderly but also the youth, Shinan-gun operates welfare policies for residents' economic stability, such as a youth fishing boat rental project and smart farm management farms.
Furthermore, to boost residents' self-esteem and improve quality of life, the county is implementing policies such as the "One Island, One Garden" and "One Island, One Museum" initiatives for cultural city transformation, supporting individual oyster aquaculture industries, and fostering garden tree social cooperatives for regional economic stabilization.
In particular, Shinan-gun is drawing the most attention for its Sunlight Pension and Sunlight Child Allowance policies, the first of their kind in the nation. These basic income projects share development profits from renewable energy with residents. The county is also preparing to provide a Wind Pension once the offshore wind power complex is completed in the future.
Governor Park Wooryang stated, "Through comprehensive policies encompassing elderly welfare, youth support, and regional economic revitalization, we will prevent local extinction and lead innovative welfare models for sustainable regional development."
This award makes Shinan-gun the only local government to receive the honor among those in Jeollanam-do, Jeollabuk-do, and Jeju-do.
