Doing Our Best to Make Shinan County a Happier Place for Residents
Shinan County, Jeonnam Province (Governor Park Wooriang) announced on the 5th that Deputy Governor Kim Daein was promoted to the position of Local Deputy Director-General (Grade 3) as of the 1st.
This promotion follows the amendment of the Local Autonomy Act Enforcement Decree, which raised the rank of deputy heads in cities, counties, and autonomous districts with populations under 50,000 from Local Director to Local Deputy Director-General.

Until now, the ranks of deputy heads and department directors were both at Grade 4, making it difficult to establish command, leadership, and cooperative relationships with central government ministries and provincial or city governments. By upgrading the rank of deputy head, these challenges are addressed, and it is seen as a measure to strengthen the autonomy and organizational authority of local governments to actively respond to diverse administrative needs in the region.
This promotion marks a historic moment as it is the first time since the division of Shinan County in 1969 that a deputy governor has been appointed to the position of Local Deputy Director-General.
Deputy Governor Kim Daein, a native of Yeonggwang, began his public service career as a Grade 7 official in 1991. He has served as the Head of the General Affairs Division and as the Baeksu-eup Chief in Yeonggwang County. After being promoted to Local Director in 2019, he served as Director of Planning and Budget and as Head of Investment Promotion in Jeollanam-do. He was appointed Deputy Governor of Shinan County as of July 1, 2024, and was promoted to Local Deputy Director-General as of March 1, 2025.
Deputy Governor Kim stated, "Together with Governor Park Wooriang, I will do my utmost to promote projects such as the One Island One Garden Project and the One Island One Museum Project to further develop Shinan County and create a happier community for our residents."
