Mayor Park Il-ha Announces Extraordinary Measures
to Prevent Jeonse Fraud and Support Victims
Dongjak-gu, Seoul (Mayor Park Il-ha) announced on the 26th that it will launch a comprehensive plan to proactively prevent residents from falling victim to jeonse fraud and provide thorough support.

As a preventive measure, the district will newly introduce the ‘Safe Jeonse Contract Support (QR Code Utilization for Checking Key Terms of Jeonse Contracts)’ service. It will also continuously operate the ‘Visiting Real Estate Counseling Center (on-demand)’ for university students and others who find it difficult to visit during working hours, as well as the ‘Jeonse Fraud Guardian Counseling Desk (regularly)’ which offers jeonse and monthly rent consultations and accompanies tenants to view properties.
In October this year, special training will be conducted for real estate agents, and support for the jeonse deposit return guarantee insurance premium (up to 300,000 KRW for deposits under 300 million KRW) will be provided year-round. Additionally, a task force team will be activated to monitor multi-family housing with high risks of jeonse fraud within the district, and useful information will be provided to tenants through the jeonse and monthly rent information platform website.
As part of the support measures, new initiatives have been established to provide practical assistance to victims of jeonse fraud, including ‘actual litigation cost support (up to 1 million KRW)’ and ‘50% reduction in brokerage fees (for houses under 300 million KRW).’
Furthermore, the ‘Victim Support Center,’ which handles counseling, reception, and investigation of jeonse fraud victims, will continue to operate, along with ‘visiting counseling and night counseling rooms’ for victims who have difficulty visiting in person. In addition, free legal counseling services, emergency living expenses support, and related tax reductions (property tax and acquisition tax) will also be implemented.
Mayor Park Il-ha stated, “We have decided to implement upgraded and extraordinary measures compared to last year to ensure that no further jeonse fraud occurs in our district,” adding, “We will make every effort to prevent jeonse fraud and support victims so that young people and early career workers can live with peace of mind.”
