Expansion of Metropolitan Visas, Education, and Settlement Support

Ulsan City will hold the Ulsan Population Up (UP) Strategy Headquarters General Meeting on the 26th at 2 p.m. in the large conference room on the 2nd floor of the City Hall main building.

The event will be attended by Deputy Mayor An Seung-dae, heads of relevant departments and bureaus, private committee members from the Ulsan Foreign Resident Support Center, district family centers, universities, companies, and related organizations, as well as advisory committee members from the Ulsan Research Institute, the Korean Immigration Policy Association, and the Ulsan Welfare Family Promotion Social Service Center, totaling about 20 participants.

The meeting will proceed with participant introductions, greetings, presentations on the current status of Ulsan’s foreigner policies and strategic tasks in the foreigner policy sector, and exchange of opinions.

The Ulsan City Policy Planning Officer will present ▲ the 2025 implementation plan of the 4th Basic Plan for Foreigners Policy (2023?2027) and ▲ strategic tasks in the Ulsan-type foreigner policy sector.

Looking at the 2025 implementation plan of the 4th Basic Plan for Foreigners Policy (2023?2027), a total budget of 7.6 billion KRW will be used to promote 61 tasks under five major goals (16 common tasks and 45 independent tasks).

The five major policy goals include ▲ promoting economic and regional development through immigration ▲ realizing a safe and orderly immigrant society ▲ social integration where citizens and immigrants coexist ▲ realizing a society that respects the human rights values of immigrants ▲ establishing an immigration administrative foundation that meets international standards (global standards).

The strategic tasks in the Ulsan-type foreigner policy sector include ▲ implementing the Ulsan-type metropolitan visa system ▲ supporting the stable early settlement of resident foreigners ▲ promoting Ulsan University Glocal College 30, among others.

Based on the results of this discussion, Ulsan City plans to concretize the Ulsan-type foreigner policy and actively promote population decline response policies in cooperation with the central government and local communities.

Deputy Mayor An Seung-dae said, “Ulsan is at an important point where foreigner policies are crucial to solving the problems of population decline and labor shortages,” adding, “We will implement effective policies based on the strategic tasks discussed today.”

The Ulsan Population Up (UP) Strategy Headquarters was established on December 20 last year to develop and implement feasible, demand-oriented strategies based on public-private cooperation to overcome regional issues such as low birth rates and the outflow of youth and female populations.
