Busan City Lifts Development Restriction on About 5 Million Pyeong After 17 Years... Full-Scale Promotion of Regional Strategic Projects

Full-scale Push to Create a Global Hub City
Resolving Shortage of Available Sites and Responding to Metropolitan Area Centralization

Busan City announced that three projects?▲Haeundae Advanced Science Park ▲2nd Eco Delta City ▲Northeast Asia Logistics Platform (Triport Complex Logistics Zone)?were finally selected as regional strategic projects, which are exceptions to the total development restriction area release projects announced by the Ministry of Land, Infrastructure and Transport, confirmed and announced at the Cabinet meeting on the 25th.


Last May, the city applied for four projects to the Ministry of Land, Infrastructure and Transport, and three of them were finally selected.


With this selection, about 5 million pyeong (approximately 17 km²) of development restriction areas, including the Haeundae 53rd Division area, the west side of Gimhae Airport in Gangseo, and the Songjeong and Hwajeon-dong areas, can be released from development restriction zones.


The Ministry of Land, Infrastructure and Transport’s regional strategic projects are promoted as exceptions to the total release of development restriction areas as part of follow-up measures for regulatory innovation in development restriction zones, aiming to foster strategic projects in regions excluding the metropolitan area. Today, 15 projects nationwide were selected.


This is the first time in 17 years since 2008 that 10 million pyeong of development restriction areas in the city were released again.


The selected areas had been designated as development suppression zones (GB, military facility protection zones, etc.), causing many difficulties in advancing pending projects. However, with the selection of this public contest project, the city can accelerate the creation of a full-fledged global hub city.


The city has resolved problems such as difficulties in attracting new growth industries due to a lack of available development sites and laid the foundation for creating a global hub city by fostering new industry innovation growth bases.


Through this, it is expected to respond to the metropolitan area centrism, overcome the crisis of regional extinction, and invigorate the local economy.

The ‘Haeundae Advanced Science Park Development’ is a project to modernize the military and create a regional innovation base in the Haeundae 53rd Division area by compressing and relocating the 53rd Division to establish the tentatively named Advanced Science Park.

The strategy is to foster new industries such as defense research and development (R&D), high-tech, and artificial intelligence (AI) to promote regional industrial development and economic growth, making it a global city as a Northeast Asian economic and industrial hub. The city plans to strive to make this a sustainable business model where the city and the military can coexist and develop together.


The ‘2nd Eco Delta City Development’ is a project to create a future aviation cluster, digital tech cluster, and transit-oriented complex MICE (Meetings, Incentives, Conferences, and Exhibitions) cluster in the hinterlands of Gimhae Airport, Busan New Port, and Gadeokdo New Airport.


Through this, it is expected to foster future strategic industries, create a low-carbon green city, and complete the development of Gangseo by expanding the disconnected public transportation network in the western Busan area.


The ‘Northeast Asia Logistics Platform (Triport Complex Logistics Zone Development)’ is a project to establish a triport complex logistics zone linking airport, port, and railway in the Hwajeon-dong area of Gangseo-gu.

After the construction of Gadeokdo New Airport, by applying a new logistics business model, it is expected to lay the foundation as the optimal logistics hub in Northeast Asia, including the creation of a sea-air combined logistics hub and an e-commerce specialized complex.


Mayor Park Hyung-jun said, “With this selection, we have secured the previously insufficient available development sites, providing an opportunity for Busan to leap forward as a global hub city with international competitiveness by fostering innovative industries and attracting new growth industries.” He added, “We will focus the city’s capabilities on boldly innovating regulations that hinder regional development and facilities with disharmonious urban functions.”
