"Need for Protection Has Decreased Due to Environmental Changes"

Jang Jaeseok, Hongseong County Council Member, Urges Lifting of Water Resource Protection Zone for Cheonsuman and Hongseongho

Jang Jaeseok, a member of the Hongseong County Council in Chungnam (representing Gwangcheon-eup, Geumma, Hongdong, and Janggok-myeon), urged the lifting of the fisheries resource protection zone designation for the Cheonsuman Hongseongho area in Seobu-myeon and Gyeolseong-myeon during a five-minute free speech at the 310th special session held in the council's main chamber on the morning of the 25th.


Jang stated, "The Cheonsuman area has been designated as a fisheries resource protection zone since 1978 to protect fishery resources, but due to environmental changes, the need for such protection has diminished."


He continued, "From 1983 to 1985, the construction of the Seosan A and B district seawalls and climate change have significantly altered the environment around Hongseong County, greatly reducing the necessity for fisheries resource protection. It is now time to ease these regulations."


He argued, "In the past, regulations were necessary to protect fisheries resources, but now, for balanced regional development and economic growth in Hongseong County, these regulations should be relaxed."


In particular, he pointed out, "While Hongseongho is designated as a fisheries resource protection zone, Boryeong City, which shares the same body of water, is excluded from this designation. As a result, development in Hongseong County has been restricted due to regulations, whereas Boryeong City has seen various developments, deepening regional imbalance."


He further explained, "Although Hongseong County has already made the lifting of the Cheonsuman fisheries resource protection zone a key project for 2024, the lifting of the designation for the sea area and major waters has not yet progressed, making it impossible to delay any further."


Jang concluded, "Going forward, the county council will form a special committee to urge the lifting of the Cheonsuman Hongseongho fisheries resource protection zone, and both the council and the executive branch must work together to achieve this long-awaited goal for the region."
