Development Cost Savings Expected by Utilizing Environmental Assessment Grade 1 and 2 Areas

Daejeon City announced that the 'Nano and Semiconductor National Industrial Complex,' which is being promoted in the Gyocheon-dong area of Yuseong-gu, has been finally selected on the 25th as a beneficiary site for the regional strategic project promoted by the government's GB (Green Belt) regulatory innovation plan.
The city expects that this selection will greatly contribute to revitalizing the local economy by reducing the total amount of GB release, securing business competitiveness, and enabling swift project implementation.
First, as the total amount of GB release does not apply, the city has secured an additional development capacity of 21% (17.268㎢) compared to the remaining existing release quota.
In principle, GB release is not permitted in areas rated Environmental Assessment Grade 1 or 2, but it is allowed on the condition that these areas are designated as alternative sites (new GB), providing significant advantages such as rapid GB release. By utilizing 0.306㎢ of Environmental Assessment Grade 1 and 2 areas, the city can reduce development costs by approximately 158.2 billion KRW, thereby increasing price competitiveness during sales.
The GB release procedure will also be greatly simplified. Prior consultations with the Ministry of Land, Infrastructure and Transport will be minimized, and the review process by the Central Urban Planning Committee will be streamlined, shortening the GB release schedule by more than a year compared to the current process.
The city has made every effort to have the Nano and Semiconductor National Industrial Complex and the Geumgo-dong Public Eco-friendly Golf Course selected as regional strategic projects, including visiting the Ministry of Land, Infrastructure and Transport and the Ministry of Environment more than ten times.
It was suggested that, as a facility that can be located within the GB, the public eco-friendly golf course should be promoted through GB management planning rather than through the release process, from a management perspective.
The city plans to promptly include the public eco-friendly golf course, which was not selected as a regional strategic project, in the GB management plan to ensure there are no delays in the project schedule.
The city also plans to expedite the GB release procedures for the Hagiji-gu National Industrial Complex and the Patriots and Veterans Park, which were excluded from the regional strategic project application last May, to ensure there are no delays in their project schedules.
Lee Jangwoo, Mayor of Daejeon, said, "The selection of the Nano and Semiconductor National Industrial Complex as a regional strategic project is the result of the passion and earnestness of all Daejeon citizens," and added, "We will use this opportunity as a stepping stone to realize Daejeon as a top-tier economic city as soon as possible and to create an industrial complex of 5 million pyeong, and we plan to discover and promote various additional projects to maximize the effects of the regional strategic project."
