Mobile Resident Registration Card Issuance Now Available Province-wide in Gyeongsangnam-do
Application Requires In-person Visit to Local Administrative Welfare Center
Mobile ID Can Be Used for Public Services, Banking, and Hospitals
Gyeongsangnam-do will allow the issuance of mobile resident registration cards throughout the province starting from the 14th, expanding from the pilot operation areas since the end of last year.
The mobile resident registration card is stored in a mobile phone app and can be used just like a physical resident registration card at administrative agencies, financial institutions, hospitals, and more.
Recently, its usage has gradually increased to include major public services and mobile financial services.
Earlier, Gyeongnam Province announced that it had been preparing for a stable introduction by checking inconveniences in the issuance process through a pilot operation of mobile resident registration card issuance in Geochang-gun starting December 27 last year.
From February 1 this year, in cooperation with the Ministry of the Interior and Safety, support teams for cities and counties were formed, and pre-inspections of issuance preparation and self-issuance tests were conducted at administrative welfare centers in each eup, myeon, and dong.
Anyone aged 17 or older residing in the province can apply for issuance by visiting the administrative welfare center in their jurisdiction with a physical resident registration card.
Applicants must first install the ‘Korea Mobile ID’ app on a mobile phone registered in their name, then choose either the IC resident registration card contact (tag) method or the QR code method to receive the mobile resident registration card.
The IC resident registration card tag method involves directly issuing or reissuing the mobile resident registration card by touching the physical resident registration card embedded with an integrated circuit (IC) chip to the mobile phone.
This method offers the advantage of use regardless of time and place, but a 10,000 KRW issuance fee is charged if the IC resident registration card is lost.
The QR code method allows applicants to take a photo of the QR code presented by the official at the administrative welfare center and receive the card free of charge on-site.
The mobile resident registration card is currently available in the first-phase issuance regions including Gyeongnam, Gyeongbuk, Daegu, Daejeon, Ulsan, Gangwon, Jeonbuk, Jeonnam, and Jeju.
From March 28, the issuance area will expand to local governments nationwide. Until that date, the card can only be obtained at the administrative welfare center of the resident registration jurisdiction, but after that, it will be possible to issue it anywhere in the country.
A Gyeongnam Province official said, “With the introduction of the mobile resident registration card, the identity verification process for residents is expected to become simpler and convenience will be greatly improved. We will minimize any inconveniences residents may experience during the issuance process and actively reflect various opinions to realize a digital provincial government.”
