Issuance Begins at Eup, Myeon, and Dong Administrative Welfare Centers from the 14th
Mayor Na Dongyeon Receives First Issuance at Samsung-dong Administrative Welfare Center on Launch Day
Yangsan City in Gyeongnam will officially launch the mobile resident registration card service at the Eup, Myeon, and Dong Administrative Welfare Centers starting from the 14th.
The mobile resident registration card is a resident ID that can be securely stored on an individual's mobile phone and used conveniently with the same validity as a physical resident registration card. Anyone aged 17 or older who has been issued a resident registration card can apply for it if they wish.
To issue a mobile resident registration card, the ‘Republic of Korea Mobile ID’ app must be installed on a mobile phone registered under the applicant’s name. There are two application methods: issuance via QR code and issuance with an IC chip-embedded resident registration card.
The QR code issuance method requires the applicant to visit the Administrative Welfare Center with their physical (plastic) resident registration card and scan the QR code. The card can be issued immediately upon application, and there is no issuance fee. However, if the phone is changed or the app is deleted, the applicant must revisit the resident center to reissue the mobile resident registration card.
The IC resident registration card looks the same as the existing resident registration card but contains an embedded IC chip that can be recognized by smartphones. This allows reissuance of the mobile resident registration card without visiting the Eup, Myeon, or Dong office when changing phones or deleting the app.
However, first-time applicants for the resident registration card can receive it free of charge, but those who want to replace their existing physical resident registration card with an IC resident registration card must pay a fee of 10,000 KRW.
Mayor Na Dong-yeon visited the Samsung-dong Administrative Welfare Center on the 14th to personally receive a mobile resident registration card via QR code and encouraged the staff in charge. Mayor Na said, “The introduction of the mobile resident registration card will greatly enhance citizens’ convenience in line with the digital era,” adding, “We will continue to expand various services that minimize citizen inconvenience through smart administration.”
Until March 27, the mobile resident registration card can be applied for and issued at the administrative welfare centers of the local government with jurisdiction over the resident’s registered address. From March 28, it will be possible to apply for and receive the card anywhere nationwide regardless of the registered address.
