Recruitment Scale for 2025 Grade 7-9 Public Officials Finalized

Socially Disadvantaged Quotas Set Above Legal Requirements
Seoul City will recruit a total of 1,866 local government officials at grades 7 to 9 this year. This is an increase of 264 from last year, reflecting the anticipated scale of retirements among public officials.
On the 13th, Seoul City announced through a public notice that the number of local government officials to be hired for grades 7 to 9 in 2025 has been finalized at 1,866. The new recruits this year will include ▲1,695 through open competitive recruitment and ▲171 through career competitive recruitment. By grade, the numbers are ▲147 for grade 7 ▲89 for grade 8 ▲1,605 for grade 9 ▲25 for research officers. By field, the recruitment will be ▲1,158 administrative positions ▲683 technical positions ▲25 research and guidance positions.
In particular, Seoul City plans to continue actively hiring socially disadvantaged youth such as persons with disabilities and low-income groups beyond the legally mandated employment quotas, as in previous years, thereby providing more opportunities to these groups. The number of recruits by category for socially disadvantaged groups is 95 persons with disabilities (5% of total) and 151 low-income individuals (10% of grade 9 open competitive recruitment), all exceeding the legal mandatory hiring ratios.
There are also changes starting this year. The Korean and English subjects in the open competitive exams for grades 8 and 9 will shift from knowledge memorization-based questions to job competency-oriented questions. The written exam duration will increase by 10 minutes from 100 minutes (5 subjects) to 110 minutes. Additionally, the certification for arborists has been added to the list of additional qualification certificates for the green space-related new recruitment exams.
Applications for the first round of open competitive and career competitive exams for grades 8 and 9, which will select 1,670 candidates out of the total recruitment, can be submitted from May 24 on the local government application website. The written exam will be held on June 21, results of the written exam will be announced on July 24, and the final successful candidates will be announced on September 26.
The second round of open competitive and career competitive exams for grade 7 and others, which will select the remaining 196 candidates, is scheduled to be announced in June, with applications accepted in July and the written exam conducted on November 1. Lee Dong-ryul, Director of the Seoul City Administration Bureau, stated, "This year’s Seoul City public official recruitment plan has been established focusing on field personnel necessary to meet citizens’ administrative and welfare demands," and added, "We hope many young talents with a spirit of service to citizens, competence, and passion will apply."
